Summary
Serves as a senior IT Operations and Service Program Manager for the full spectrum of IT related activities, strategies, objectives, and goals in support of the Department's mission.
Serves as the trusted advisor and expert on OIT products and services, service levels, costs, budgets, escalation procedures, and fulfillment processes for ITOPS business functions.
The ITOPS Program Manager is responsible for monitoring issues and developing and presenting information and technical guidance to effect open communication, coordinated efforts, and the establishment of comprehensive practices and basic policies controlling Department-wide activities to improve the services that ITOPS provides. The responsibilities include, but are not limited to:
-Incumbent is delegated full leadership authority and is accountable to ITOPS ADAS and Executive Directors for End User Operations (EUO), Enterprise Command Operations (ECO), Infrastructure Operations (IO), Solution Delivery (SD), and Service Management and Planning (SMP) to understand ITOPS existing solutions and capabilities, identify new priorities, guide and advise them on needed IT solutions, manage the OIT response to those needs, and oversee the resolution of all ITOPS issues.
-Develops and cultivates relationships with ITOPS Executive Directors, business partners, leaders, and stakeholders to help articulate critical business requirements identifying the direction and impact on systems and programs, synthesizing input from ITOPS stakeholders coupled with research and analysis findings, and developing and executing detailed implementation strategies.
-Provides technical oversight on contractual agreements regarding optimal solutions and
associated costs with the intent of effective account management to drive an IT service and
product, ensuring proper and adequate integration of technical, contractual, fiscal, and
logistical issues.
-Represents the Associate Deputy Assistant Secretary, ITOPS and the CIO by providing VA business partners an IT executive partner with whom they can jointly strategize and plan IT support and funding requests, identify priority efforts jointly with the business partner, and address acute operational issues in order to meet evolving business demands.
-Operates as the lead point of contact and technical expert for all matters specific to ITOPS account management portfolios, builds and maintains strong, long lasting business relationship, and develops a trusted advisor relationship with ITOPS ADAS and executive

Knowledge, Skills and Abilities Required:
Experience with the disciplines involved in organizing and developing information technology systems for a large, diverse organization.
Expert knowledge of and experience with the methods and procedures (e.g., participation of stakeholders, legislative process, union requirements) necessary in obtaining approval and implementing new information technology systems and/or business technology systems and policy.
Expert skill and experience in understanding IT capabilities and customer satisfaction issues to identify solutions for stakeholders. Exercise leadership building coalitions in influencing IT management and business stakeholders to collaborate and adopt solutions that benefit the Agency-wide interests in areas of healthcare information.
Ability to build coalitions, establish and maintain effective relationships and build consensus among stakeholders.
