Duties

Help

-Participate in projects involving analysis of public affairs issues and recommends internal and external outreach strategies to promote NNSA/NPO programs and provide information about NNSA/NPO to the general public and media.

-Analyze past, current, and proposed operating programs to identify current and potential public perception problem areas and initiates and develops approaches to address them.

- Participate in efforts to establish and develop effective relationships with media representatives and public affairs personnel of specialized groups, as well as strengthening and building on relationships already established.

- Partnership with the Director of Public Affairs, Chief of Staff and Senior Strategic Advisor prepares the NNSA/NPO Manager and staff for public meetings and media interviews by developing talking points, background information, and other pertinent materials

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e., NQ-01 or GS-07. 

 Specialized experience for this position is defined as: Applying government relations and strategic communication skills to assist managers and employees with internal and external outreach activities, performing work researching, writing, and/or designing informational materials for a target audience, building and sustaining positive working relationships with given networks.

Examples include the following:

1.    Making formal presentations through  broadcast media to various audiences
2.    Organizing and executing major public media events;
3.    Experience in managing various types of public involvement  programs; or
4.    Establishing and maintaining effective relationships with reporters, editors and news directors

  • Knowledge in application of the principles, practices, methods, and techniques of public communications, media relations, and outreach activities in order to plan, coordinate, and carry out assigned tasks.
  • Skill in the application of a wide range of analytical and qualitative and/or quantitative methods in order to contribute to the assessment and improvement of the NFO public affairs and outreach program effectiveness, and assist in development of plans for improvement of systems characterized by complex processes.
  • Skill in establishing and fostering effective working relationships and interaction with a variety of audiences with differing levels of comprehension and interests including the media, and the general public.
  • Skill in writing/editing documents, including reports, communications plans, briefings and presentations, functional descriptions, guidelines, special reports, and other project deliverables to meet communication requirements

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: You must have completed 52 weeks in a position equivalent to the next lower band, i.e., NQ-01 or GS-7. 

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.

You must meet all qualifications and eligibility requirements within 30 days of this announcement.

Education

There are no education requirements for this position.  

This position does not have a positive education requirement. However, completion of two full years of graduate education or all of the requirements for a master's (or higher) degree in a field directly related to Public Affairs work (e.g., business administration, Journalism, English, or similar) may be substituted in full for the specialized experience requirements for NQ-02. Equivalent combinations of graduate education and specialized experience are also creditable for NQ-02. If you are substituting education for experience as described in the qualifications, you MUST provide a copy of your school/college transcripts on or by the closing date of the vacancy announcement.

You will be evaluated for this job based on how well you meet the qualifications above.
