Duties

Help

As the Chief Ethics Counsel, you will:
  • Serve as the chief ethics advisor to the Chairman, NCUA Board and senior NCUA leadership.
  • Advise the Chairman, NCUA Board and senior NCUA leadership on the impact of policies and regulations.
  • Develop, implement and monitor progress toward a number of standards and procedures related to ethics and prevention of workplace harassment programs and contracts.
  • Direct the daily activities of NCUA's ethics programs. Coordinate with the U.S. Office of Government Ethics as required to successfully perform the duties of this position and to ensure compliance with all applicable laws and regulations.
  • Develop a plan and program focused on both preventing and responding to harassing conduct as defined in applicable laws, regulations and guidance issued by the EEOC.
  • Coordinate with executives and senior managers regarding the design and implementation of any remedies resulting from violations of statutes, regulations or executive orders pertaining to agency ethics and prevention of workplace harassment programs.
  • Establish and monitor measures and standards for the agency ethics and prevention of workplace harassment programs ensuring that results are achieved in a manner that is consistent with governing policies, regulations, and statutes.
  • Prepare opinions and furnish expert advice to the NCUA Board and employees on a wide variety of ethics issues arising under applicable laws and regulations, including post-employment restrictions, gifts, standards of conduct and conflict of interest issues, outside activities, securities holdings and transactions of NCUA employees and their immediate family members, and issues associated with employee contact with prohibited sources.
  • Manage the preparation of the annual ethics plan, responsible for annual and other ethics training, and coordination of the financial disclosure program for both public and confidential filers, ethics counseling, advice and assistance throughout the Agency, and drafting, commenting on, and implementing regulations as applicable concerning ethics. Manage research and legal advice regarding gift acceptance programs, including gifts of travel to NCUA or its employees.
  • Personally engage and direct legal research on problems that involve interpretation and application of Federal ethics laws and prevention of harassment in the workplace regulations that apply to NCUA and Agency staff.
  • Direct the activities of the office, determine assignments, evaluate performance, reviews completed assignments, assist and advise subordinate attorneys and/or other staff on assignments, recommend and approve training, approve leave, etc.

Qualifications

To Qualify for the SS-01 grade level:
Qualified candidates will have a law degree (J.D. or LL.B.) and be an active member in good standing of the bar of a state, territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.
AND
You must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the CU/GS-15 level in the federal government (obtained in either the public or private sector). Qualifying specialized experience is defined as experience serving as a senior leader (executive or senior manager) managing a staff or division responsible for formulating and implementing agency/organization/company-wide ethics and prevention of harassment in the workplace program policies, procedures, etc.; and providing legal advice to senior leaders/executives on ethics and prevention of harassment in the workplace policies and regulations.

To Qualify for the SS-02 grade level:
Qualified candidates will have a law degree (J.D. or LL.B.) and be an active member in good standing of the bar of a state, territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.
AND
You must have one full year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the SS/SES-01 level in the federal government (obtained in either the public or private sector). Qualifying specialized experience is defined as experience serving as an executive overseeing and directing the formulation, development, and execution of agency/company-wide ethics and prevention of harassment in the workplace program policies, procedures, etc.; and providing legal advice to senior leaders/executives on ethics and prevention of harassment in the workplace policies and regulations.

It also involves the ability to develop an expansive professional network with other organizations, and to identify the internal and external policies that impact the work of the organization.

Technical/Professional Qualification: Skill interpreting and applying ethics and anti-harassment laws, regulations and procedures and ability to direct agency/organization/company- wide ethics and anti-harassment programs.

If you are selected for this position at the SS-01, you may be non-competitively promoted to the next level through SS-02 provided that you have fulfilled the necessary qualification requirements including any applicable certification processes.

Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, and fulfillment of the necessary qualification requirements.

SALARY: Salary is set by the NCUA Board, unless delegated to the Executive Director, and is based on the position's and the individual's potential contribution to the agency's overall strategic goals and the executive qualifications of the successful candidate.
