Duties

Help

Works with senior civil rights analysts to provide support on issues related to OCR's civil rights jurisdiction, including Title VI of the Civil Rights Act of 1964, Title II of the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, the Age Discrimination Act, Title IX of the Education Amendments of 1972, and Section 1557 of the Affordable Care Act.

Provides expert advice to regional staff in their formulation of investigative plans and letters of investigative findings during regional conduct of compliance reviews and of complaint investigations.

Prepares material regarding HHS policies, legislative and regulatory proposals, compilations, and analysis of OCR enforcement and outreach activity and special OCR initiatives to be used in facilitating intra-and inter-agency work groups designed to ensure, that persons are not subjected to discrimination on the basis of race, color, national origin, disability, and age in health and social service programs.

Makes recommendations regarding how OCR and other HHS agencies can work more effectively with states and localities and covered entities to ensure equal access to, and participation in, health and human services programs.

Qualifications

Minimum Qualification Requirement:

Must have at least one year of specialized experience, equivalent to the GS-13 grade level in the Federal service, that includes using fact finding and investigative techniques for resolution of factual and legal matters under civil rights jurisdiction; designing and/or developing civil rights policy, compliance and/or enforcement strategies addressing protected classes; providing expert civil rights advice in order to ensure consistency in the processing of civil rights complaints; providing training and/or creating education projects to promote compliance with civil rights laws and regulations and/or assisting with the implementation of civil rights compliance and enforcement program initiatives.


Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
