Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

The major duties and responsibilities include, but are not limited to:

  • Perform full range of police duties by following and executing rules, regulations, or procedures covering law and rules enforcement, physical and personal security operations, patrol duties, control desk duty, coordination with local courts, and/or crime prevention activities for the local jurisdiction.
  • Use of independent judgment in deciding the best course of action based upon the circumstances of the incident.
  • Secure crime scenes as well as accident and disaster sites, asses avenues of investigation in keeping with the rules of evidence and civil rights, analyzing facts to identify suspects and develop case information, determining the need for and conducting searches to collect and secure evidence and contraband, providing restrain for violators, reports
  • Direct the Department during natural disasters, terrorist acts, criminal activity and other emergency situations during non-business hours or anytime during the absence of a supervisor.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04 level or for a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

GS-5: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

OR

Successful completion of a full 4-year course of study leading to a bachelor's degree in Police Science or a comparable degree program related to the work of the position. (Note: Successful completion of a Federal, State, county, or municipal police academy or comparable training course that included at least 40 classroom hours of instruction in police department procedures and methods, and local law and regulations, may be substituted for a maximum of 3 months of specialized experience or 6 months of general experience.)

OR

A combination of education and experience: To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

GS-6: Applicantsmust have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to

  • Assess avenues of investigation in keeping with the rules of evidence and civil rights, analyzing facts to identify suspects and develop case information, determine the need for conducting searches to collect and secure evidence and contraband, providing restraint for violations, reports stating findings and recommendations, collaborates with internal and external law enforcement agencies to obtain necessary information to further an investigation, and coordinating with U.S. Assistant Attorneys and other prosecuting attorneys on case development and plans to perform arrests and prosecutions.
  • Regularly make contact with customers in an effort to improve communications and elicit information on security and criminal activities on VA property.
  • Adhere to Veteran Centered Policing, by which the VA police force serves and protects Veterans, employees, and all others who access VA care and services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires regular and recurring physical exertion, long hours of standing, walking, driving and similar activities. The incumbent must respond to alarms, pursue suspects, participate in training activities, climb stairs and walk during assigned foot patrols in and around large building, campus, and other physical settings. Agility, dexterity and strength are needed to pursue, apprehend and detain uncooperative suspects. On a regular and recurring basis the work requires strenuous exertion physically restraining disorderly individuals to prevent harm to others or the individual. Incumbents must be physically able to lift or carry injured or hurt persons, evacuate persons to safety during storms, disasters, fires or other emergencies. The incumbent is expected to maintain a high standard of physical fitness and hand and eye coordination in order to maintain his or her semi-annual qualification with his or her assigned firearm and annual qualification with his or her departmental issued intermediate weapons.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
