Help

The environmental protection specialist is responsible for the Global Environmental Management System (GEMS) program planning and implementation to assure compliance with environmental laws and regulation. The environmental protection specialist completes permits and leads facility self-assessments, inspections, and other environmental investigations. Some of the major responsibilities of this position include, but not limited to:

  • Advises senior level management officials within the facility on the status of environmental programs and recommends changes in the design of facility work programs to meet new environmental requirements.
  • Interacts with federal, state, and local environmental agencies with respect to facility environmental issues.
  • Independently schedules and leads environmental audits to identify and evaluate program implementation and compliance activities.
  • Trains other employees and lower grade environmental staff, providing instruction on a variety of subjects related to specific and specialized environmental topics.
  • Adapts various available media to fit special and unique training requirements and participates in the development of novel or innovative environmental training and promotion activities.
  • Participates in the facility GEMS committee.
  • Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

To qualify at the GS-11 grade level:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing and coordinating professional services in the environmental protection such as environmental compliance and enforcement; documenting environmental decisions and considerations during project reviews; performing administrative and programmatic duties relating to environmental programs that protect or improve environmental quality, control pollution, and remedy environmental damage; and ensuring compliance with environmental laws and regulations. . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher-level graduate education leading to Ph.D. or equivalent doctoral degree in a related field. Examples of relevant doctoral degrees include safety management, environmental protection, industrial hygiene, or engineering. Additionally, possession of a Ph.D. or related LL.M. in one of the fields above, this is also qualifying for GS-11 grade level OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 years at the graduate level. For example, if you have 6 months of specialized experience at the GS-9 grade level, and 2 1/2 years of creditable graduate level education, you would meet 100 percent of the requirements and be qualified.
To qualify at the GS-09 grade level:

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Making recommendations on technical matters based on review of current practices; providing solutions to problems identified in environmental programs; performing environmental inspections, investigations and enforcement of regulations; and ensuring compliance with environmental reporting requirements OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher-level graduate education leading to master's degree or equivalent degree in a related field. Examples of relevant graduate degrees at the master's level include safety management, environmental protection, industrial hygiene, or engineering. Additionally, possession of a master's or related J.D. in one of the fields above, this is also qualifying for GS-09 grade level OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 year at the graduate level. For example, if you have 6 months of specialized experience at the GS-7 grade level, and 1 year of creditable graduate level education, you would meet 50 percent of the specialized experience, but none of the education requirements because you must have greater than one year of graduate level education. In this instance you would not be qualified. In order to qualify using a combination of graduate study and experience, the applicant must have beyond one year of graduate level education because the first year of graduate level education is NOT qualifying for the GS-9.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work includes frequent audits of waste storage areas and involves a good deal of walking, standing,
bending, and climbing.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
