Summary

The ACSC-R Chief of Institutional Effectiveness (ACSC/CIE) provides leadership and faculty support for assessments associated with the continuous improvement of teaching/learning and overall institutional effectiveness in ACSC-R. The incumbent is responsible for informed, evidence-based approaches in developing strategies, services, and support for effective teaching practices and student success, as well as support for the success of College strategic initiatives.

Duties

Help

Collaborates with the Dean of Education, Associate Deans and the Director of Joint Education (DEJ), in the design and execution of plans for maintaining AU regional academic and ACSC specialized professional accreditation; serves as a liaison to accreditation agencies; assists in preparing accreditation documentation for review; submits annual reports as required. Leads in various teaching, learning and institutional effectiveness projects and initiatives in a collaborative team environment with administrators, faculty and staff. Formulates and oversees processes for the flow of institutional effectiveness data, documentation and recommendations. Collaborates with faculty, staff, administrators on quality improvement processes that enhance the design and planning of curricula, learning environments and faculty development. Facilitates innovation and encourages collaboration between the Educational Program and co-curricular, professional development programs in support of diverse, creative and effective modes of instruction. Leads efforts to determine areas of institutional weakness, recommend corrective action and set deadlines for improvement. Assists in the design of reliable, curricular and co-curricular assessment measures of student learning. Facilitates and supports College collaborations in the scholarship of teaching and learning. Maintains expertise in higher education research and innovations, technology and best practices for improving learning outcomes. Assists faculty with design of outcomes-based instructional materials. Serves on a variety of College and University committees, task forces, and Working Groups. Promotes development of a College learning environment that accommodates individual learning differences. Develops institutional partnerships and professional relationships with other Professional Military Education and training institutions, civilian academic institutions, government agencies, and private sector organizations. Develops curriculum, teaches graduate seminars, mentors students, and supervises student research projects. Designs, develops, conducts, and evaluates subject matter lessons and products in support of the AU and ACSC educational programs. Delivers lectures and serves as course instructor or alternate course instructor for designated lesson(s), core courses and elective courses. Conducts an individual program of academic/professional research and peer-reviewed publications.

Qualifications

  • Strong qualitative and quantitative research background; experience with statistical analysis techniques, database management, and report writing and presentation.
  • Experience serving as an assessment professional in an institution of higher education, or extensive experience with assessment and accreditation practices.
  • Experience leading or supporting academic program review for an academic department, or as an external evaluator.
  • Excellent interpersonal skills and demonstrated ability to work with deans, department chairs, course directors, faculty and administrative staff.
  • Expert-level knowledge of current conditions in the higher education environment, and demonstrate ability to communicate these realities effectively to diverse audiences.
  • Strong presentation skills; demonstrated ability to communicate effectively with diverse audiences, and to facilitate collegial dialogue in academic settings.
  • Experience in faculty development and training.
  • Appropriate computer skills and proficiency in Learning Management Systems (LMS).
  • An understanding of military organizations, and particularly USAF force structure from individual Airmen, flight, squadron, through Major Command and Combatant Command is desirable. Broader contextual knowledge of the global environment, national/international strategy and policy, the joint military environment, historical perspectives on the profession of arms, strategy, and innovation are important measures of merit in the selection process.
In order to qualify, a candidate must meet the education and/or experience requirements described. The candidate's resume must clearly describe relevant experience; transcripts documenting educational attainments will be required as part of the application. Education

A Master's Degree in an relevant academic discipline (e.g. Higher Education, Educational Administration, or Psychology) is required; however a Ph.D. is highly desired.

The position will be an initial three year appointment with a one-year probationary period, with the potential for continued reappointment for additional 1-5 year terms.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
