Duties

Help
  • Conduct sensitive and complex investigations into allegations of misconduct against employees within the OIG.
  • Legally analyze complex legal and factual issues to identify applicable rules and standards, determine whether facts support credible allegations of misconduct, and recommend appropriate course of action.
  • Conduct legal research to identify each legal element of possible violations.
  • Conducts preliminary inquiries to determine whether the facts and allegations have merit.
  • Develop investigative action plan and implements approved investigative plan.
  • Legally analyze evidence to determine sufficiency of evidence and whether allegations are substantiated.
  • Draft concise, coherent reports detailing the allegation(s), facts, standards, legal analysis, and conclusion
  • Evaluate facts, circumstances, and misconduct in the context of current policies and procedures and recommend revisions or improvements to prevent future misconduct.
  • Examine and evaluate proposed legislation and DoD and OIG policies and instructions to determine impact on OPR operations and authority and to contribute to policy development.
  • Develops and maintains professional working relationship with OIG component leadership and employees in an effort to become a trusted, objective resource for all.

  • The incumbent must adhere to the DoD Standards of Conduct
  • Position has been designated Secret; incumbent is required to obtain and maintain a Secret security clearance.
  • This is an Excepted Service position and an applicant receiving such an appointment does not acquire competitive civil service status.
  • Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service.
  • If you have not previously successfully completed a trial or probationary period with the Federal Government in a similar position, you will be required to serve a two year trial period.
  • Incumbent is required to submit a financial disclosure form (OGE-450) at time of appointment and annually.
  • Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD,
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

Qualifications

Basic Requirements:

  • To meet the basic requirements, you must possess a J.D., LL.B., or LL.M degree from a law school accredited by the American Bar Association.
  • Applicants must be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law.
In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:
Specialized Experience for GS-14 level:
You must have at least 52 weeks of specialized experience at the GS-13 grade level in the Federal service or at an equivalent level. Specialized experience is defined as independently planning and conducting complex investigations, analyzing evidence, and drafting legally supportable conclusions. Specialize experience can also include being a legal advisor for complex criminal or administrative investigations as well as having significant trial experience in criminal or administrative trials. In either case, the candidate's experience must include analyzing evidence for legal sufficiency and drafting documents that clearly, concisely, and logically present facts, analyses, and conclusions that are legally supported.

Also include a writing sample demonstrating your legal analytical abilities must be submitted as part of your application package, for which you must be the principal author. It should not exceed 10 double-spaced pages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
All qualifications and time-in-grade (if applicable) requirements must be met by the closing date of this announcement.

Education

Education: Based on an Information Memo from Henry Shelley, Jr., General Counsel at OIG OGC, dated 9-OCT-2012, OCG has determined that certified academic transcripts are unnecessary, as graduation from a law school accredited by the American Bar Association is a requirement in all fifty states before someone can take the examination to be licensed to practice. OCG believes that a current Letter of Good Standing from any of the State Bar Associations is sufficient to fulfill the requirement of proof that the applicant graduated from law school, in lieu of an academic transcript.

There is no substitution of education for experience at this level.

NOTICE OF VETERANS' PREFERENCE

There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (see below) to their submissions.
- You must submit a copy of your DD Form-214, Certificate of Release or Discharge from Active Duty", showing the dates of active duty service, type of discharge and the character of service. Alternatively, If you are a current military member in active duty service and do not have a copy of your DD Form-214, you must submit a written documentation (certification) from your branch of service certifying that you are expected to be discharged or released from active duty under honorable conditions no later than 120 days after the date the certification is submitted with your application for this position. The certification should also include your rank, dates of active duty service and what they condition of discharge is thought to be.
- If claiming 10-point preference and/or are a 30% or more Disabled Veteran, you must submit both a DD Form-214 or expected discharge documentation as described above AND a copy of a letter from the Department of Veterans Affairs (VA) or your branch of service certifying the presence of service-connected disability and indicating the percentage of disability
- If you are claiming eligibility based on 10-point derived veterans' preference (i.e. a spouse, widow/widower, or parent of a veteran claiming veterans' preference when the veteran is unable to use it), you must also submit a Standard Form 15 (SF-15) "Application for 10-Point Veteran's Preference" and any required documents indicated on the SF-15 to substantiate the claimed preference.
