Summary

Duties

Help
  • Provides leadership, management, coordination, implementation and oversight of day-to-day operations for all aspects of complex, NIH-wide IT infrastructure and related IT services.
  • Areas include network, data center, high performance computing, unified communication and collaboration, software and systems engineering, desktop support, service desk, and security.
  • Works closely with the Director and Deputy Director to coordinate, organize, and allocate resources to best address IT service goals and to support new program initiatives to meet high priority NIH requirements.
  • Develops and coordinates successful delivery of NIH's information technology and scientific computing programs with NIH Institutes and Centers and other Federal customers.
  • Fosters an environment conducive to teamwork and empowerment of supervisors and employees in formulating and delivering innovative and agile IT solutions and approaches
  • Ensures CIT takes appropriate measures to remain compliant with key legislative, regulatory, and policy requirements.
  • Serves as a role model for the institute, demonstrating integrity and fairness, and adhering in work and behavior to the highest ethical and business practice standards. Promote diversity in all activities to recruit, retain, and reward employees.

BASIC QUALIFICATIONS:
The Center for Information Technology seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Applicants must meet the requirements for the GS-2210 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-2210 Website under Administrative and Management Positions and demonstrate in your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position and must be addressed within your resume submission (see "Required Documents Section").

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):

  1. Experience leading integrated operations for a large customer-focused organization responsible for delivering a broad range of mission-critical, enterprise-wide IT infrastructure, services and initiatives for a large organization (20,000+ users).
  2. Strong track record in delivering innovative technology solutions and services to meet customer needs, outstanding collaboration and communication skills, and demonstrated ability to lead and motivate diverse technology teams in dynamic IT operational environments.
  3. Experience analyzing complex issues, formulating compelling recommendations, and communicating complicated information to diverse audiences (e.g., executives, technical staff, researchers, programmatic and administrative staff, etc.).
  4. Political, Schedule C, Non-career SES Appointee*: In the last five years, based on the closing date of this announcement, have you been or are you currently an employee in the Executive Branch serving on a political, Schedule C, or Non-career SES appointment? If yes, and you are selected through this vacancy announcement, you may be required to obtain approval by the Office of Personnel Management (OPM) prior to beginning employment. *A political appointee is an appointment made by the President without confirmation by the Senate (5 CFR 213.3102(c)) OR an Assistant position to a top-level Federal official if filled by a person designated by the President as a White House Fellow (5 CFR 213.3102(z)). NIH is located in Bethesda, MD; our campus is adjacent to downtown Bethesda, MD, at the Medical Center Metro station, and close to shops, walking trails, and restaurants.

A one-year probationary period must be served by the individual selected if not currently or previously in the career Senior Executive Service.
