Duties

Help

Major duties for the Engineering/Science Analyst include, but are not limited to the following:

  1. As required by the Division Director, Deputy Division Director, or Program Directors, conducts the necessary research to develop one-of-a-kind reports, studies, and analyses on scientific/engineering topics supported by the Division.  This may include research activities and discussions that involve staff within the Division, Directorate, across NSF organizations, and with external organizations, both public and private.  Access to information and data from a wide variety of sources may be required and these data may be confidential, proprietary, and/or pre-decisional in nature.  The ability to synthesize disparate information into coherent work products is essential.  An advanced technical understanding of one or more of science/engineering disciplines is often required to complete the work products.
  2. As required by the Division Director, Deputy Division Director, or Program Directors within an ENG division, assists in the creation of presentations, including talking points, speeches, or presentation slides.  An advanced technical understanding of one or more science and/or engineering disciplines will be required in order to identify pertinent data, judge its relevance and validity, and make critical assessments on programmatic and policy implications for consideration by Division Director, Deputy Division Director and Program Directors within the division.
  3. Perform literature analysis and summarize findings of prior impact (scientific and technical, economic, or societal) of a division's portfolio.  Work with the Division Director, Deputy Division Director, and Program Directors in the division to compile and present information on program portfolios and outcomes that inform expert assessment of the Divisions/Directorate's program investments.  Results of findings may be published and may be used at Advisory Committee meetings, Committees of Visitors meetings, cross-directorate meetings, and other internal and external forums.
  4. On behalf of the division, participate in other NSF and interagency activities related to assessment and evaluation or programs in science and engineering research and education.  This responsibility includes liaisons with, and contributions to, budgetary and reporting groups, as well as other Federal R&D agencies.  This includes sharing of best practices on assessment and evaluation results and maintaining awareness of related NSF activities, notably COV processes, statistical reporting, and program activities in science, engineering and technology policy.
  5. Serve as a point of contact for research result highlight development for the division.  Coordinate the development and submission of research highlights for all programs managed within the division.  Work with the Division Director and Deputy Division Director on approval of the division's highlights.  An understanding of the breadth of the engineering research programs supported by the division is required.  An ability to take scientific concepts and make them understandable to a wide audience is also required.
  6. Support and provide outreach activities for the division, particularly to those programs at the intersections to the division's research portfolio.
  7. Assists the Division Director and Deputy Division Director in the oversight of Committee of Visitor processes, providing guidance to division and programs on results-oriented activities.
  8. Draws on knowledge of program portfolios and results to assist in the merit review and award oversight processes as appropriate, particularly for the division's multidisciplinary activities.
  9. Serves as the division's interface to OAD/OLPA public relations and press-related activities concerning division's science/engineering programs.

Qualifications

Candidates must have a Ph.D. in Engineering or Physical Science; OR a Master’s degree in Engineering or Physical Science plus after award of the degree, two or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.

  1. In-depth knowledge and expertise in specialty areas of engineering and basic science, engineering research, and science policy with the ability to gather, evaluate, analyze and synthesize technical and scientific information.
  2. Ability to compile, collect, arrange and organize data to prepare tables, charts, graphs, summaries, and other materials for effective presentation of research results and for inclusion in publications.
  3. Knowledge of computer systems, methods and applications, including application of commercial statistical and data management software packages for data base management, compilation and processing data, and statistical analysis of data.
  4. Excellent written and oral communication skills to interact with respected engineers, scientists, and researchers in various organizations.
  5. Ability to present highlights of cutting edge science and engineering research that is understandable for the general public.
