Summary

The Information Technology Specialist position will be responsible for ensuring Geospatial business applications and workflows integrate into CIO policy framework. The position will review and make recommendations for new or existing Geospatial application architecture or changes in policy to improve IT service delivery and IT governance compliance within the agency.

Duties

Help
  • Provides technical leadership and support on all aspects of the Geospatial Platform including analyzing and defining data and workflow requirements; standardizing the data management lifecycle; and coordinating and communicating with end-users.
  • Ensures that information technology services meet GTAC and CIO requirements. Consults with higher level management on data availability for specific information needs including customized reports or other data access methods for program staff.
  • Analyzes and makes appropriate adjustments in systems and procedures or provides recommendations on new Geospatial technologies and architecture or changes in policy to improve the services to clients.
  • Coordinates with stakeholders to prepare business cases and investment proposals for the application of Geospatial IT solutions. Develops cost estimates for new or modified systems.
  • Provides solutions for problems encountered by GIS practitioners beyond the skill level of primary customer support. Generalizes those solutions as user documentation, standard operating procedures, or changes to software configuration.

For the GS-13 you must have one year specialized experience equivalent to the GS-12 in the Federal service.

Specialized Experience Requirement:
GS-13:
Specialized experience is defined as work that involves applying analytical processes to the planning, design, and implementation of new and improved Geospatial information systems to meet the business requirements of customer organizations. Work that also involves evaluating the feasibility of new Geospatial systems design methodologies in terms of meeting agency Geospatial systems design requirements and recommending the adoption of the most promising new methodologies. Work may also have involved developing implementation plans where appropriate; and advising design teams in standards and policies during the design, build, test, and deployment of Geospatial systems for major new Geospatial applications and services as well as upgrades and redesigns.

In addition to meeting the specialized experience, you must also possess and demonstrate the Information Technology (IT) related experience identified in the following 4 competencies listed below.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
