Summary

Incumbent serves as the Director, FOIA and Transparency for the Department of Treasury, Office of Privacy, Transparency, and Records. The function reports to the Deputy Assistant Secretary for Privacy, Transparency, and Records. Incumbent is responsible for independently developing policies, procedures, standards and relevant rules to meet the Department of Treasury’s disclosure goals and requirements with respect to the Freedom of Information and Privacy Acts (PA).

As a Supervisory Government Information Specialist, you will:

  • Serves as the Department’s primary point of contact with the public and with other Federal Agencies on matters relating to disclosure of information within the purview of the Freedom of Information and the Privacy Acts.
  • Directs, reviews, and evaluates the successful intake, processing, and preparation of responses to FOIA requests to ensure that the Department of Treasury’s backlog of FOIA requests is reduced.
  • Manages and monitors the development, analysis, and enhancement of data bases for statistical evaluation and manipulation, and serves as focal point for evaluating the program.
  • Coordinates with the Department’s Counsel on matters relating to processing responses to FOIA requests and issues new guidelines to establish policies and procedures needed for effective internal operating guidelines and assures implementation of improvements and changes. 
  • Maintains liaison and communication with counterparts in other Federal Departments and represents the Department when contacting requestors, which may include Congress, private firms, and news media, on FOIA/PA matters.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-15 is one year of experience at the GS-14 level or equivalent in other public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience in all of the following:
Experience providing technical and administrative advice regarding a Freedom of Information Act (FOIA) program; AND
Experience assisting in the development and oversight of policies, practices and procedures relating to the Freedom of Information Act program; AND
Experience implementing and ensuring compliance with procedures and policies; AND
Experience interacting and communicating with other Federal Departments and the public as the point of contact on matters relating to disclosure of information within the purview of the Freedom of Information and Privacy Acts.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
