  • Assigns work to subordinates and establishes expectations for its completion; considers priorities and capabilities of employees; Identifies and supports the training needs of subordinates; approves or denies subordinates' leave requests in a way that insures adequate clinical coverage; and evaluates work performance of subordinates.
  • Responsible for the Behavioral Health Department peer review process; advises or counsels employees on work and administrative matters; interviews candidates for positions, advises the medical staff and other allied health staff on matters related to behavioral health; hears and resolves complaints from employees; supports the CD and CEO in response to patient or community complaints; and effects disciplinary measures when necessary according to personnel policies.
  • Provide a wide range of clinical services using a range of evidence-based therapeutic modalities (may include psychodynamic, cognitive behavioral therapy, play therapy, Dialectical Behavioral Therapy, or others).
  • Provide assessment, diagnosis, and psychotherapy services, assist in care of those with Serious Mental Illness (SMI), and those with developmental disabilities, maintaining appropriate therapist-client relationships.
  • Coordinates delivery of behavioral health services within a primary care setting primary care to include crisis intervention for problems related to physical, emotional, and/or sexual abuse, suicide ideation/gestures, homicidal ideation/gestures, and other serious mental health emergencies in partnership with medical providers.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S): Master's degree in social work from a school accredited by the Council on Social Work Education.In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATION for the GS-13 Grade Level:
At least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Assisting patients and their families in utilizing available community, state, and federal resources for the purpose of improving their social, physical and psychological health; reporting on patient who are involuntarily committed; serving as liaison between patient, physician/clinic, or other members of the team including community, state, and federal agencies; completing monthly statistical and narrative reports on all services provided; provide individual and family therapy to out-patients.

SELECTIVE PLACEMENT FACTOR:
In addition to the Basic and Minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position.

A current, unrestricted U.S. State license as a Licensed Clinical Social Worker (LCSW) OR Certified Independent Social Worker (CISW) OR Licensed Independent Clinical Social Worker (LICSW). (Must submit a copy with application)

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
