Summary

The Office of Audits (OA) conducts independent and objective audits, reviews, and other examinations of NASA and NASA contractor programs and projects to improve NASA operations.
Plans, develops, and conducts specific aspects of performance and financial audits, program evaluations, and other reviews and surveys.
Conducts quality control reviews of single audits of NASA grantees, financial statement audits of NASA's exchanges, and NASA's annual financial statement audit performed by independent public accountants (IPA).
Directs quality assessment reviews or studies that address the development, acquisition, and deployment of major programs and projects, infrastructure, and operational systems.
Develops and presents findings and recommendations on issues or problems impacting Agency programs, financial operations, and other practices in accordance with professional standards.
Prepares written documents, including detailed audit and program evaluation reports, that provide policy analysis, findings, guidance, and recommendations to a wide range of audiences.
Conducts research, planning and assessments of NASA programs, products, and services within specified areas of responsibility.

Qualifications
Applicants must have one (1) year of specialized experience, equivalent to the next lower grade level, that has equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
GS-11 Specialized experience: Examples of specialized experience include demonstrated performance with: (1)conducting the audit of the financial statements or other types of financial information of a government or nonprofit organization, program, activity or function; (2) using sound research methods to determine the effectiveness of program and project operations in meeting established goals and objectives; (3) utilizing skills related to economic analysis, political analysis, grant and audit policy oversight, ethical analysis, data analysis, management and leadership; (4) conducting studies of program/project/organizational efficiency and productivity that result in changes or improvements in organization, staffing, work methods, and procedures; (5) preparing written documents (including detailed audit, policy analysis, and/or performance evaluation reports) that provide useful findings to a wide range of audiences and in accordance with professional standards that affect the overall efficiency and economy of programs and compliance with applicable laws, regulations, and guidelines; and (6) presenting written and oral communication in a clear, accurate, and professional manner.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related GS-12 Specialized experience.

GS-13 Specialized experience: Examples of specialized experience include demonstrated performance with: (1) professional knowledge and demonstrated application of accounting and audit theory and concepts, including GAO, AICPA, and FASAB standards, principles, practices and techniques; (2) Developing new audit approaches, resolving controversial issues, and working to develop the overall strategy and scope for audits; (3) Monitoring corrective action plans resulting from performance and financial audits and program reviews; (4) Preparing oral and written briefings to agency officials and managers to discuss results, impact, and recommended solutions and prepare draft audit reports.
Highly desired: Technical certifications such as Certified Public Accountant (CPA), Certified Government Financial Manger (CGFM), Chartered Global Management Accountant (CGMA), Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA).
Education
Basic Requirements for Performance Auditors Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
