Summary

The purpose of this position is to serve as a Program Analyst in the Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP). The Emergency Economic Stabilization Act of 2008 (EESA) authorized the Secretary of the Treasury (Secretary) to establish the Troubled Asset Relief Program within the Department of the Treasury in order to restore liquidity and stability to the financial system of the United States.

The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) was established at the Department of the Treasury under the Emergency Economic Stabilization Act of 2008. The mission of SIGTARP is to conduct, supervise, and coordinate audits and investigations of the purchase, management, and sale of assets by the Secretary under the TARP. SIGTARP is a temporary agency and it is anticipated that the organization will be in in existence until at least 2024. We are looking for people to join our team as we take on our responsibility to oversee this historic program and its participants.

As a Program Analyst, you will:

  • Perform extensive analyses of TARP operations using applicable theories, techniques, methods and practices of audit, accounting, and program management and internal controls in assessing the efficiency and economy of TARP operations, and the effectiveness of accomplishment of TARP programs.
  • Develop audit/evaluation plans, make recommendations for objectives, approaches, or audit tests, based on experience or research. Conduct risk assessments and applies the information to the audit assignment.
  • Modify audit/evaluation plans by changing areas of emphasis or develop new approaches as determined by analysis of findings.
  • Modify tests to meet audit/evaluation objectives and to adapt a variety of audit procedures, statistical techniques and compute methods to gather data and identify significant findings.
  • Meet and deal effectively with managers and employees of the SIGTARP, the TARP and other Government agencies; and taxpayers as required.
  • Perform a wide range of data-driven analytical methods and techniques to rigorously evaluate programs and policy.

The experience may have been gained in either the public or private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The Special Inspector General for the Troubled Asset Relief Fund has the authority to appoint highly qualified re-employed annuitants with a salary offset (reduction) waiver.   Appointments may be permanent or temporary, not to exceed one year, which may be extended yearly. All re-employed annuitants serve at the will of the agency head and appointments do not confer tenure.

Qualifications

 You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

  • Conducting quantitative and qualitative evaluations of Federal, state, or local government programs to determine the efficiency and effectiveness of the programs; AND
  • Analyzing information that is relevant to the audited or evaluated program.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- Undergo an income tax verification.
