Duties

Help
  • Directs the planning and implementation of Institute-wide, large, complex business software solutions and information technology projects, feasibility studies, and other analyses for software, systems, and applications.
  • Develops Branch and organizational guidelines, policies, and standard operation procedures, and makes recommendations concerning business software solutions and IT policy.
  • Participates in the overall OIM strategic planning process; plans developed and approved constitute a major portion of the overall NHLBI strategic plan for business software technology.
  • Ensures that comprehensive, state-of-the-art, business-specific software systems support the missions of the various organizations served by the Branch
  • Identifies future business-specific technology requirements and plans, and presents, justifies, and defends requirements and costs to appropriate NHLBI and NIH officials
  • Exercises a wide range of supervisory authority, to include planning, assigning, and directing the work to be accomplished; ensuring timely performance of satisfactory amounts and quality of work.
  • Serves as an authoritative consultant to NHLBI organizations, other Institutes and Centers (ICs), and Federal and non-Federal organizations on key technology and business-specific software engineering issues

Qualifications

In order to qualify for the Supervisory IT Specialist, GS-2210-15, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates ability to perform the following competencies:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

In addition, you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
  1. Developing annual and multi-year plans, goals, and objectives.
  2. Defending requests, negotiating for resources, and develops and administers approved annual operating budgets.
  3. Providing oversight and supervision to the strategic planning, conception, design, engineering, development, implementation, testing, and review of software engineering projects.
  4. Providing organizational guidelines, policies, and standard operating procedures, making major recommendations concerning business software solutions and IT policy.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
