This opportunity is open to Recent Graduates. This is a 1 year appointment in the excepted service. Recent Graduates may be converted to a permanent position upon completion of the Pathways Recent Graduate Program.

Duties

Help

This position is located within the Department of the Interior, Office of Restoration and Damage Assessment, Restoration Support Unit, located in Denver, Colorado.

At the full performance level GS-11 the major duties of this position include, but are not limited to the following:
1. Assist senior staff and DOI restoration practitioners in the Natural Resource Damage Assessment and Restoration (NRDAR) Program with planning, design, costing, implementation, and monitoring of habitat restoration and enhancement projects.
2. Assist senior staff in preparing model documents and providing technical assistance to Authorized Officials and NRDAR case teams for more effective and efficient ecological restoration.
3. Assist with issues related to land and water conservation and natural resource restoration, including, but not limited to, aspects of invasive species management, threatened and endangered species management, migratory bird conservation, water quality, data collection techniques, and citizen science.
4. Keep abreast of, contribute to, and assist senior employees with providing training on the techniques and technologies associated with natural resource restoration.
5. Assist in delivering GIS data map products to NRDAR case teams, restoration partners, and the public.
6. Support Restoration Support Unit senior-level staff and case teams with environmental reviews required by the National Environmental Policy Act, Endangered Species Act, and other relevant statutes.
7. Enter and update the NRDAR restoration project database with restoration accomplishments and restoration milestones, coordinate with case teams to obtain restoration project information, and ensure that lessons learned in restoration implementation are shared among case teams with similar resource injuries.
8. Assist in populating and maintaining an information sharing web-based portal for relevant restoration resources.
9. Assist in maintaining the Restoration Support Unit's electronic and hard copy case files and library resources.
10. Assist in document production including word processing, formatting and technical editing.

Salary Information
GS-07 Step 01 $47-421- GS 07 Step 10 $61,643 per annum. GS-09 Step 01- $58,006- GS-09 Step 10 $75,408 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.

The Office of the Secretary has determined that the duties of this position are suitable for telework.

To be eligible for this Recent Graduates Program ALL of the following requirements must be met:
1. You must provide a resume.
2. You must have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within two years of the closing date of this announcement or will have completed by June 15, 2020. The two year eligibility will be extended for veterans who were precluded from applying within the two year eligibility period following graduation due to a military service obligation. In such cases, veterans will have up to six years from the date of discharge or release from active duty to apply.
3. You graduated by way of good academic standing (Grade Point Average/G.P.A. of at least a 2.0).
4. You must provide a transcript (official or unofficial) showing your degree was conferred (An official transcript may be requested at the time of appointment).

To be eligible for conversion to a permanent or term position, Recent Graduates must have:
Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
Demonstrated successful job performance.
Met the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

Qualification Requirements:
To qualify for the GS-07 grade level you must havecompleted one (1) full academic year of graduate level education; or eligibility under Superior Academic Achievement Provision and completion of a bachelor's degree

OR

Have one year specialized experience equivalent to the GS-5 grade level. Specialized experience is defined as experience:
1. Writing, preparing, and/or coordinating environmental documents as part of a team.
2. Uploading data from various information sources into a database. Must meet both.

To qualify for the GS-09 grade level you must have completed two (2) full academic years of graduate level education, or a master's degree or equivalent graduate degree.

Or

Have one year specialized experience equivalent to the GS-07 grade level. Specialized experience is defined as experience:
1. Conducting field work pertaining to habitat restoration projects and natural resource monitoring.
2. Writing, preparing, and/or coordinating environmental documents as part of a team.
3. Uploading data from various information sources into a database. Must meet all.

Veterans also have 2 years of eligibility; however eligibility can be put on hold based on active duty service. Eligibility does not exceed 6 years from the date of graduation for a veteran. The 2 year eligibility starts (or continues, if started prior to active duty) upon release from active duty.

Additional information

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.
