Summary

The Executive Director, Health Portfolio is responsible for the software development program supporting all IT software development activities in support of the Veterans Health Administration (VHA), Health Portfolio software development programs and Health Portfolio IT projects.

The Executive Director, Health Portfolio reports directly to the Executive Director, Enterprise Portfolio Management Division. This position supervises 10 direct report, who manages over 430 employees.

Duties

Help

The incumbent ensures the confidentiality, integrity, availability & accountability of VHA software systems application development/purchase information. This includes requirements, development, testing, implementation, enhancement & maintenance of software systems applications. The responsibilities include, but not limited to:

-The incumbent is responsible for overseeing development/purchase, design & implementation of technical solutions necessary to support VHA development initiatives and the One-VA concept to include customer relationship management used across the Health Portfolio and mission critical solutions for delivery of VHA development initiatives.

-The incumbent manages project requirements, schedules, deadlines, and resource conflicts. The incumbent is responsible for provision of resources to leverage economies of scale & to conform to enterprise standards assisting business sponsors in the development of requirements for systems; inculcating a new culture in applications development in the VA, building on the strengths of the current approach.

-Development of cross-cutting One-VA VHA applications and upgrades to existing applications;

-Responsible for large and complex VHA software applications and other technology components;

-Develop and maintain effective relationships with key VHA Software Development customers and the Accounts Management Office (AMO) to understand business needs and translate them into quality application software;

-Leads and directs new application systems projects using a consistent Software Development Life-cycle which leverages Dev Sec Ops and Product Line Management (PLM)principles; and coordinates with VHA business sponsors throughout development and acceptance testing.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TQ1: Demonstrated substantial experience managing complex enterprise-wide programs and projects, including healthcare processes and technology, business process and technology, etc.
