Help

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Edit audit, evaluation, and inspection reports for Office of Audit and Evaluation (OAE)—write and edit OAE strategic and annual work plans; OAE policy directives, correspondence, speeches and briefings; OAE contributions to OIG publications, Congressional testimony, the Top Management and Performances Challenges Report (TMC), and the Semiannual Report to Congress (SAR); and other written products from Office of Investigations (OI) or Office of Administration (OA) submitted for review—and ensure appropriate work standards are followed, schedules are adhered to, and high-quality work products are delivered.

- Edit reports and other analytical documents, scrutinizes them for incomplete or conflicting data, coherence of arguments, validity of conclusions, and appropriateness of recommendations, and offer advice and suggestions for revisions to authors. 

- Formulate policies, procedures, and guidelines, and advise OAE, OI, and OA managers and staff on designing and drafting reports and other written products; provide training for managers and staff on effective writing techniques and the effective use of graphics in reports and other written products.

- Advise the Deputy Inspector General, the Chief of Staff, and the supervisory writer-editor on the redesign of current information products and the need for new ones to effectively communicate information on OIG’s mission and activities to key stakeholders and stakeholder groups, including the Department and its operating units, Congress, and other federal agencies, financial assistance recipients, contractors, and other interested parties.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

Preparing government reports developed by others for publication; AND
Advising and assisting authors during the writing stage; AND
Evaluating the logical and effective sequence of draft and final report narrative, AND
Evaluating the overall length and tone of draft and final reports based on the objectives, scope, and methodology of the audit/evaluation.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 

-Researching, writing and editing communication materials, e.g., government reports, newsletters, news releases, brochures, handbooks, speeches, and/or Congressional testimony; AND
-Reviewing published materials and making recommendations on the content.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
- Obtain and use a Government-issued charge card for business-related travel.
- Secret – Background Investigation will be required.

You will be evaluated for this job based on how well you meet the qualifications above.

Rating: Your application will be evaluated in the following areas: Communication, Research and Analysis and Technical. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, A, B, or C depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.

Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
