This position is located in the Information Resources Branch, Library Division, Office of Information Programs and Services, Deputy Assistant Secretary for Global Information Services, Bureau of Administration (A/GIS/IPS/LIBR/IR), in the U.S. Department of State (DOS).  The Branch Chief serves in directing team leaders and staff in the Acquisitions and Cataloging Units.

Duties

Help
  • Serves as the Branch Chief in directing team leaders and staff in the Acquisitions and Cataloging Units.
  • Carry out the Branchs key responsibilities to procure publications and information products for department Bureaus and overseas posts.
  • Participate in formulating overall Library policy with particular reference to the missions and functions of the Branch.
  • Direct and coordinate design and development of the Librarys integrated system, develop and maintain the Librarys electronic catalogs.
  • Oversee continuing studies and appraisals of Library resources, services and problem areas.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service that demonstrates the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art.  This experience must be related to the work of the position.  In addition, qualifying experience must demonstrate the following:   

  • Experience conducting studies and appraisals of library resources and services, techniques and procedures, and problem areas. 
  • Experience coordinating and completing special library projects, preparing reports, following guidelines policies and procedures.
  • Development and maintenance of library information products and services, personnel utilization, budgetary requirements, and automation. 
  • Experience managing library technical services, resolving issues and technical problems in the library. 
  • Maintained library electronic catalogs, manage branch automated systems, and monitor the use of new database systems. 

There is no substitute of education for specialized experience for the GS-14 position.

BASIC REQUIREMENTS:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

B. A total of at least 5 years of a combination of college-level education, training, and experience.  To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
