HHS is filling various positions including mission critical positions resulting from the outbreak and spread of the Coronavirus Disease 2019 (COVID-19). You may be appointed to a competitive service career, career-conditional, or temporary not to exceed (NTE) one (1) year appointment.

Duties at the full performance level include, but not limited to:

Prepares directives, issuances, memoranda, policy statements, and legislative proposals to introduce new initiatives and to recommend effective operations consistent with overall program objectives.

Serves as expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and non-governmental organizations from multiple sectors at the community, State, national and/or international levels.

Coordinates activities and negotiates agreements that have far-reaching impact.

Develops and applies new or revised program methods, organizational structures, and technologies to carry out program objectives.

Collects and compiles qualitative and quantitative information and data for use in program decisions.

Researches and prepares responses to ad-hoc or recurring inquiries received in writing or telephonically (e.g., Congressional briefing materials and responses.)

Serves as lead representative, project officer, or comparable position for administration of a comprehensive, multi-CIO cooperative agreement.

Provides technical advice and assistance in monitoring, managing, and evaluating cooperative agreements, grants, and/or awards.

Qualifications

Minimum Qualification Requirements:

For GS-09 Grade Level:

A. Must have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal service compiling information on the impact of health technology adoption OR electronic health information exchange; researching public health program regulations, executive directives or operations; assisting with the development of components of public health program operational plans and proposals; and assisting with compiling data to support research on public health program effectiveness and organizational productivity.

OR

B. Must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree in public health or other field of study with course work directly related to the work of the position to be filled or LL.B. or J.D., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours or 27 quarter will satisfy the one (1) year of full-time study requirement.

OR

C. Must have a combination of education as described in "A" above and graduate education described in "B" above.

For GS-11 Grade Level:

A. Must have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service, analyzing the impact of public health legislation, regulations, or executive directives on public health programs or operations; developing components of public health program operational plans, proposals or grants; and providing assistance in conducting surveys or studies; evaluating public health program effectiveness and organizational productivity.

OR

B. Must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours or 27 quarter will satisfy the one (1) year of full-time study requirement.

OR

C. Must have a combination of experience as described in "A" above and education as described in "B" above.

For GS-12 Grade Level:

Must have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service analyzing the efficiency and effectiveness of one or more phases of programs directly related health information technology OR health information exchange; providing input for public health policies, public health principles including surveillance, research, intervention, inquiry management, and/or program planning; developing documentation for oral and/or written presentations.

For GS-13 Grade Level:

Must have at least one year specialized experience, equivalent to the GS-12 grade level in the Federal service developing and administering programs related to public health, health information adoption technology OR health information exchange including creating, and evaluating key public health policies, procedures, and guidelines; developing data collection tools for evaluating content of new or modified legislation for projected impact upon agency programs and resources, translating basic legislation into program goals, actions, and services; utilizing team management techniques to plan, organize, and direct multi-disciplinary public health programs, health information technology and health information exchange; developing documentation for oral and/or written presentations.


Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
