Help

  • Responsible for automated IT security activities that assure compliance with the agency requirements.
  • Safeguards automated IT and systems data, and other sensitive data pursuant to, and in compliance with security guidelines, policies, legislation, and regulations.
  • Provides technical and policy related support and coordination with the Area Office and service unit security programs that impact the service unit.
  • Provides security policy and procedure implementation and maintains required documentation such as a system security plan, Continuity of Operations Plan (COOP), and Plan of Action and Milestone (POA&M).
  • Ensures that all service unit IT users satisfy all prerequisites for network access and meet annual security awareness trainings requirements.
  • Provides overall support/assistance for assuring that applicable Business Partner/Information Security Agreements are in place in accordance to agency requirements.
  • Performs duties in a project management environment consistent with the IHS Project Management Framework and in support of the IT Offices.
  • Reviews, develops, implements, tests, and promulgates systems' security configurations to include network systems such as proxy servers, firewalls, routers, and intrusion detection systems, servers, personal computers, wireless networks, wireless devices such as cell phones and personal digital assistants, and software applications.
  • Conducts security log gathering, reductions, analysis, and provides recommendations on security controls as a result.
  • Assures software security is maintained, including the use and selection of software protection devices, which prevent unauthorized access to system programs or data.
  • Ensures that all IT systems are up to date with applicable anti-virus and security patches/updates by utilizing patch management software and assisting system users with their respective systems requirements.
  • Reviews and evaluates all new information and obtains documents required to ensure adequate security and recommend changes to security policies or procedures.
  • Provides System Administration/Management in order to assure secure operations, access, usage and recovery of implemented Indian Health Service Systems.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. You will receive instructions on how to obtain and submit fingerprints and background investigation documentation. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. The investigation must find that you are suitable for Federal employment in your position. If you are found not suitable, you will be terminated after you begin work. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector.

GS-11 Grade Level:

  • One year of full-time specialized IT Specialist (Security) experience comparable in difficulty and responsibility to the GS-09 grade level that equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of this position. Such experience includes working experience in a health care information technology environment, installing, configuring, upgrading, and troubleshooting hardware and software components; providing technical assistance to computer users, answering questions or resolving computer problems in person, or via telephone or electronically; providing assistance concerning the use of computer hardware and software, including printing, installation, word processing, electronic mail, and operating systems; ensuring appropriate security controls are in place that will safeguard digital files and vital electronic infrastructure; and responding to computer security breaches and viruses. OR
  • Completed 3 years of graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. OR
  • Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. OR
  • Qualifying combinations of successfully completed post-high school education and experience that meet the qualification requirements as described above and equal at least 100 percent.
GS-12 Grade Level:
  • One year of full-time specialized IT Specialist (Security) experience comparable in difficulty and responsibility to the GS-11 grade level that equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of this position. Such experience includes working experience in a health care information technology environment, analyzing, testing, troubleshooting, and evaluating existing network systems, such as local area network (LAN), wide area network (WAN), and Internet systems or a segment of a network system; performing network maintenance to ensure networks operate correctly with minimal interruption; planning, implementing, upgrading, or monitoring security measures for the protection of computer networks and information; ensuring appropriate security controls are in place that will safeguard digital files and vital electronic infrastructure; responding to computer security breaches and viruses; and analyzing user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.

On-call hours or standby duty may be required. Work schedules other than normal duty hours, to include evenings, weekends, and/or holidays may be required to provide continuity of service.
