Summary

The basic responsibilities of the position include all supervisory and programmatic oversight for VA Medical Center's Surgical Service, which includes Orthopedics, Vascular, Urology, ENT, Ophthalmology, GYN, General Surgery, Podiatry, and Plastics, Anesthesiology, Thoracic, and Dental Services. The Chief of Surgical Services (COSS) will function as the primary advisor to the Chief of Staff and Medical Center Director on surgical programs at the Stratton VAMC.

Help

If selected, you will be responsible for the effective and efficient management of surgical programs and services. You will oversee the clinical and administrative aspects of the Surgical Service, including budget and fiscal management, personnel management, strategic planning, program development, quality management, and assuring that the clinical and administrative functions are integrated to provide optimum utilization of the available resources. As the Chief of Surgical Services you will be responsible for the overall care of patients with conditions requiring treatment in Surgical Service to include consultative, prescriptive and ordering authority in the outpatient setting.

In addition to supervisory responsibilities, you will be responsible for providing direct patient care and surgery as well as teaching and resident supervision within the Department of Surgery. The incumbent follows established guidelines, ethics, and policies and protocols of the Department of Veterans Affairs, Stratton VAMC and the profession.

Scope of Assigned Duties:

Administrative

  • Ensuring the service functions as an integrated care delivery system, providing full continuum of patient-focused Surgical services for Veterans.
  • Coordinating and integrating the interdepartmental functions of surgical service. This includes chairing relevant meetings. Emphasizing, and personally modeling, clear, compassionate, careful communication with other clinical and administrative services.
  • Monitoring and ensuring compliance with local resident supervision policy.
Clinical
  • Providing direct clinical care within your specialty.
  • Completing medical records and ensuring subordinates complete medical records within a timely fashion and in accordance with current VA guidance.
Quality of Care
  • Providing quality clinical care that follows all relevant Joint Commission requirements, VA Handbooks, Directives, Medical Center Memoranda, and existing Surgical Service Standard Operating Procedures. Joint Commission regulations and other relevant accrediting agencies as indicated, and ensure efficiency of service delivery.
Communication
  • Representing the organization, internally and externally, in a manner that reflects positively on the Stratton VAMC Employees, the Veterans Health Administration and the Department of Veterans Affairs.

Work Schedule: Monday - Friday, rotating call coverage

Recruitment Incentive: May be authorized for highly qualified candidates.
Education Debt Reduction Program: This position is eligible for EDRP, a student loan reimbursement program. If selected for this position you must submit your application within four months of appointment. The final award amount (up to $200,000) and eligibility period (one to five years) is determined by the VHA Education Loan Repayment services Office.
49 paid days off per year: Vacation, Holiday and Sick time combined

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.
  • Physical requirements outlined below.
Board Certification:
  • The selected candidate will be board certified in his/her specialty, having completed an appropriate residency or fellowship. Surgeons with Board Certification from the appropriate member board of the American Board of Medical Specialties or the American Osteopathic Association in the following specialties will be considered: General Surgery, Ophthalmology, Orthopedic Surgery, Vascular Surgery, Urology, Thoracic Surgery (non-cardiac).
  • American Heart Association - Basic Life Support Certification.
Preferred Experience:
  • Minimum 2 years management experience
  • History of administrative accomplishments
  • Strong interpersonal skills
  • Ability to organize work with and apply data for management review
  • Clinical leadership and administrative experience at the strategic level
  • Extensive clinical experience in clinical specialty

Physical Requirements: The selected candidate should be physically and mentally capable to perform the duties of the position. Physical activity includes sitting, standing (up to 2 hours), walking (up to 2 hours), bending and reaching.
