Duties

Help
  • Major Duties GS-13 level: The incumbent supports investigative operations by handling critical responsibilities such as:
  • Manages project status tracking and reporting for the full range of projects conducted in Evaluations.
  • Participates in strategic and operational planning and in evaluation for Program Director and at the Evaluation Corporate level.
  • Analyzes project management processes and results throughout Evaluations, identifying trends and systemic strengths or vulnerabilities in project management and execution.
  • Is responsible for report coordination of all Program Director's projects; oversees timely and thorough coordination, advising editorial and other cognizant staff of priorities and requirement of the DIG.
  • Develops data and prepares or coordinates briefings, point papers, testimony and written products, ensuring that information is accurate and timely, reflects the views of the DIG and EVAL and responsive to stakeholders and staff.
  • Participates in developing issues area analysis and trends in areas of potential interest to Evaluations.
  • Major Duties GS-14 level: Serves as a senior program analyst, multi-functional subject matter expert and leader of teams or projects conducted in joint, interagency and multinational force environments.
  • Areas and issues studied include, but are not limited to, combat functions, military operations, logistics, security, acquisition and procurement, resource management, medical systems, or information management.
  • Projects are often directed to high-priority, high visibility programs relating to national security and involve other parts of DoD and other Federal agencies, such as the Departments of State and Homeland Security.
  • Serves as project or leader of teams using a matrix approach to acquire relevant skills and competencies for specific projects.
  • Oversees or develops plans, methodologies and approaches projects. Defines scope, objectives and resources required for projects.
  • Identifies cognizant staff for interview, records and information to be reviewed and prepares or ensures the preparation of project documents such as Project Charter, announcement letter, or data calls.
  • Manages projects or conducts significant portions of them, adapting plans and procedures as necessary to meet established goals and objectives;.
  • Leads or participates in in-briefings to management of activity being reviewed; gathers data, conducts interviews, analyzes data and information, prepares and documents findings.
  • Oversees or prepares portions of reports of findings and recommended corrective action; documents reports consistent with relevant standards and protocols
  • Leads or participates in out-briefings of activity assessed, providing and defending findings as appropriate, gaining client support for and understanding of findings and required collective action.
  • Drafts or participates in development of internal EVAL policies and procedures; reviews and/or comments on DoD OIG and other DoD issuance in areas of expertise.
  • Advises the Deputy Inspector General for Evaluations (DIG-EVAL) and the DoD Office of Inspector General (DoD IG) leadership on current issues, initiatives, and congressional budget language affecting DoD programs.

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

Specialized Experience for GS-13: You must have 52 weeks of specialized experience at the GS-12 grade level to include regular duties in performing assessments, evaluations or similar reviews of programs, functions and operations; developing project plans, executing plans, gathering and analyzing data, developing recommendations and corrective action, and working with clients reviewed and other project stakeholders and participants; writes and communicates evaluation reports based on results of collection operations to accomplish designated tasks.

Specialized Experience for GS-14: You must have 52 weeks of specialized experience at the GS-13 grade level that demonstrates experience in leading and serving as a senior program analyst, multi-functional subject matter expert, and leading teams on projects to include planning and conducting audits and evaluations, while applying innovative approaches, advanced techniques, and experience to a variety of complex technical and systematic problems and related security programs (e.g., combat functions, military operations, logistics, acquisitions and procurement, resources management, medical systems or information systems); experience in gathering, analyzing, and participating in efforts to recommend improvements to projected programs; writes and communicates evaluation reports based on results of collection operations to accomplish designated tasks.
