Summary
The GSA OIG operates as an autonomous entity within GSA under a presidentially appointed, Senate confirmed Inspector General who supervises a diverse team of over 300 professionals in headquarters administrative, legal, and operational components and in regional operational offices throughout the country. We are seeking a highly motivated and qualified Contract Specialist to be a proactive member of our team.
Serving as a warranted contracting officer responsible for the full range of pre-award, award, and post-award functions including acquisition planning, requirements development, solicitation preparation, price/cost analysis, negotiation, evaluation, administration, termination, and contract closeout.
Serving as a primary in the development and administration of procurement processes, including contract planning, development of requests, recommendations in proposals and the procurement of equipment, supplies, services, information technology (IT) equipment and systems, and supporting relevant OIG initiatives and interest.
Interpreting policies and procedures of procurement and contract information; accepting contract proposals and selecting awardees and researching the validity of data provided and providing alternative solutions, if required.
Working with other specialists internal and external, including the OIG Counsel to resolve issues and formulate appropriate responses to procurement issues.
Providing business advice and solutions to OIG program offices and the Deputy Assistant General for Administration regarding all aspects of acquisition planning and management for the procurement of supplies and services based on expert knowledge of Federal contracting theories, statues, principles, practices, and procedures.
Responsible for procurement oversight and contracting of a wide variety of supplies, vendors, equipment, and services; participating in the negotiation of equipment and services, including the procurement of specialty items, furniture, manpower, and maintenance services.
Responsible for the analysis and evaluation of contracting policies and practices, providing policy interpretation, and the initiation, development and recommendation of new contracting policies, procedures and guidance.
Providing excellent customer service to clients, responsive to clients' inquiries and issues, demonstrating flexibility and agility in procurement strategies and good judgement.

Qualifications

Applicants must satisfy the basic education requirement, then have the following mandatory training and specialized experience:
Mandatory Training: FAC-C (Legacy) Training: The following training courses are FAC-C (Legacy) Training Requirements and are acceptable by GSA: CON 110; CON 111; CON 112; CON 120; CON 214; CON 215; CON 216; CON 217; CON 218; and three elective courses that are acquisition/procurement related.
Acceptance of course equivalences extend only to those courses recognized by the Federal Acquisition Institute (FAI). Information on FAI equivalent courses and training providers offering equivalent courses can be found on the FAI website at http://www.fai.gov/drupal/certification/contracting-fac-c.
Please note: If you have a current FAC-C Level II or III or a DAWIA level II or III certification, your training is fully qualifying for GSA's Mandatory Training requirement.
Waiver: GSA’s Senior Procurement Executive may grant a temporary waiver of the mandatory training and/or education requirements. Approval of such a waiver requires completion of the training and/or education requirements within the approved timeframe.
Basic Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to the Basic Requirements, to qualify at the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 level.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is defined as experience performing contracting assignments procuring supplies and/or services using a wide range of contracting methods, contract vehicles and types. Procurement of these supplies and/or services at this level include:
Planning and carrying out pre- and post-award acquisition actions;
Preparing solicitation documentation incorporating necessary specialized provisions, and drafting the final contract;
Evaluating vendor offers for both technical and price/cost factors as well as evaluating bidders capacity to perform/comply with contract clauses and specifications;
Planning and conducting negotiations on price, technical requirements, terms, and conditions of the contract;
Responding to and resolving acquisition questions/issues that require research to provide recommendations/responses;
Analyzing contracting issues and identifying alternative courses of action.
Specialized experience requirement for GS-13: You must have one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is performing the full range of pre-award and post award activities utilizing various types of contracts such as fixed price, requirements type, performance based and multiple award schedules for the acquisition of services and/or commodities.
Education
Basic Requirements for GS-1102-13:
To qualify, you must meet the following Basic Requirements for the GS-1102-13.
A 4 year course of study leading to a bachelor’s degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (All academic degrees and coursework must be from accredited or pre-accredited institutions.); and
Completion of all mandatory training prescribed by the agency for progression to GS-13 (or equivalent) or higher level contracting positions; and
At least 4 years of experience in contracting or related positions, at least one year of which must have been specialized experience equivalent to the next lower grade level in the federal service.
Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
