This is a supervisory position located in the Office of Investigations (OI), Office of Inspector General (OIG) at the National Science Foundation (NSF). The OIG is an independent organization with law enforcement authority. OIG is responsible for recommending policies to: (1) promote economy, efficiency, and effectiveness in administering NSF programs and operations; (2) prevent and detect fraud, waste, abuse and mismanagement in NSF programs and operations; and (3) prevent, detect, and investigate civil, criminal, and administrative wrongdoing, including research misconduct. OIG is responsible for reporting semiannually to the Congress on the status of OIG operations and results of work performed, including matters referred to prosecutive authorities.

The Director, Research Integrity and Administrative Investigations (RIAI), reports to the Assistant Inspector General for Investigations (AIGI) and is part of the AIGI’s management team. The incumbent leads, manages, and directs staff assigned to the RIAI section of the NSF OIG Office of Investigation (OI). That staff is primarily composed of Investigative Scientists but may include others as assigned. The Director also matrix manages a variety of OI staff, including attorneys and investigative analysts assigned from throughout OI to the investigations of administrative matters. The incumbent also conducts RIA investigations. Such investigations include, but are not limited to, allegations of research misconduct as defined in 45 CFR 689, violations of human and animal subject research, conflicts of interest, peer review violations, Whistleblower retaliation, certain NSF personnel misconduct, grant fraud related issues. and other violations of rule, regulation, or policy.

The incumbent keeps the AIGI informed of the status of investigations and ensures investigative actions, from case openings through closure, are completed and documented in accordance with investigative timeliness standards. These activities require a broad familiarity with the science and engineering research community, the education and research administration communities, the whistleblower protection community, and others funded by, or working with NSF. The incumbent also:

  • develops, plans and directs major policy, outreach, and proactive initiatives at the direction of the AIGI,
  • occasionally serves as acting AIGI in the absence of the AIGI, providing direction to OI staff including planning and review of work,
  • establishes work priorities and operations and resolves work-related and personnel problems within RIAI,
  • Assists the AIGI in developing long-range plans and milestones for OI and identifies criteria for evaluation effectiveness,
  • coordinates efforts with OI leadership to ensure accomplishment of OIG performance plan and parallel investigation of cases,
  • establishes training requirements for RIAI staff and ensures that all staff are adequately trained on all aspects of administrative investigations,
  • directs and oversees the development of position papers on matters that affect the RIAI unit, the OIG, and NSF,
  • directs and oversees special reports, analyses, briefings, and talking points for the AIGI and IG on significant policy issues as needed,
  • directs the development and execution of new OIG outreach,
  • oversees the preparation of the RIAI contributions to the OIG Semiannual Report to the NSB and the Congress, as well as other key data calls, reports, and documents, and
  • serves as an expert across the IG community on research integrity and administrative investigations and coordinates with other entities responsible for investigations related to these matters.

Qualifications

Candidates must have a Ph.D. in science, technology, engineering or mathematics (STEM) disciplines, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.

  2. Experience with and knowledge of federal investigative techniques as they relate to administrative, civil, and criminal matters.
  3. Written and oral communications skills and outreach experience.
  4. Critical thinking, research, and analytical skills with strong investigative and decision-making abilities.
  5. Ability to plan, organize, direct, and manage complex investigations related to violation of administrative rules, regulations, and policies.
  6. Knowledge of current and developing technologies for conducting investigations in the federal scientific community (e.g. data analytics).
