This position is located in the Office of Inspector General (OIG), Assistant Inspector General for Management, Human Resources Division.
The OIG’s Human Resources (HR) Division is a small, team-oriented office which provides the full range of HR services to the OIG’s 250-employee workforce. If selected for this position, you will join a team of HR specialists and assistants to provide HR support to an assigned organization, primarily in the areas of staffing, classification, and compensation. As the primary point of contact for your organization, you will provide expert guidance to employees and supervisors up to the SES-level on such matters as:
Classification: Provides the full range of position management and classification functions, including identifying and justifying correct titles, series, and grades; preparing comprehensive evaluation statements; and recommending efficient organizational structures.
Staffing: Conducts merit promotion and delegated examining staffing functions, including vacancy preparation, assessment development, job analyses, and applicant screening and certification
Compensation: Advises management about pay requirements and flexibilities, such as recruitment, relocation, and retention incentives; student loan repayment; superior qualifications appointments; and premium pay
In addition, you will have opportunities for varied work assignments, such as peer training, SES recruitment and performance management, preparing and delivering presentations, and writing articles about HR topics for the OIG workforce.
This position requires an ability to seamlessly transition from one HR specialty to another with a short turnaround time. To be successful, you must have demonstrated expertise in the areas of staffing and classification for Title V competitive service positions, attention to detail and accuracy, and commitment to exceptional customer service in multiple HR functional areas. In addition, candidates with experience performing SES recruitment and performance management functions are encouraged to apply.

Qualifications
To qualify for this position at the GS-12 level, you must have one year of experience performing the full range of staffing and classification advisory services for either Delegated Examining OR Merit Promotion. This experience must have included: preparing job analyses in conjunction with hiring managers, developing minimum qualifications and rating criteria for vacancies, preparing and issuing vacancy announcements using an automated recruitment system, determining applicant qualifications preparing certificates using an automated recruitment system, and on-boarding candidates. You must also have provided the full range of classification duties including writing position descriptions, applying OPM Classification Standards, determining the proper occupational series, title and grade, and writing classification evaluation statements.
This experience must have been performed at the GS-11 or equivalent grade level if performed in the federal government.
To qualify for this position at the GS-13 level, you must have one year of experience independently performing the full range of staffing and classification advisory services. This experience must have included: preparing job analyses in conjunction with hiring managers, developing minimum qualifications and rating criteria for vacancies, preparing and issuing vacancy announcements using an automated recruitment system, determining applicant qualifications and eligibility for special hiring authorities, preparing certificates using an automated recruitment system, advising managers on multiple recruitment flexibilities (e.g. direct hire authority, Pathways, etc.), advising on proper use of compensation authorities (recruitment incentives, superior qualifications appointments, etc.), pay setting/premium pay, classifying general schedule positions using OPM classification standards, and preparing written position evaluation statements to justify classification determinations.
This experience must have been performed at the GS-12 or equivalent grade level if performed in the federal government.
There is no positive educational requirement for this position. Education may not be used to substitute experience at the GS-13 level.
