Duties

Help
  • Administers and manages all phases of the planning and implementation of the civilian training budget which is responsive to immediate and long-range needs and goals of the installation.
  • Manages the civilian training program and performs all phases of the planning, implementation, and administering the installation civilian base training program based on Air Force and MAJCOM criteria and policy.
  • Assist in processing requests for tuition assistance, certifying invoices for payment and enrolling students in Career Development Courses, and the Community College of the Air Force associate degree programs.
  • Performs duties to assist in processing external training evaluations and surveys to include the Occupational Survey Program.
  • Performs a variety of duties related to the base training and formal training programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702-07.

SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience which includes initiating and responding to telephone/e-mail inquiries when there are questions regarding education and training policy; ensure compliance with education and training regulatory requirements and governing directives; experience in completing education and training duties and responsibilities described with the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 grade/level for Internal Air Force Federal Employees is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of education and training policies, programs, and processes relating to on-the-job training (OJT), Career Development Course (CDC) administration, career field education and training plans (CFETPs), Specialty Training Standards (STSs), Course Training Standards (CTSs), and DoD education policies, programs, and processes.
2. Knowledge of the Air Force Personnel Data System as it pertains to training and education data management.
3. Ability to review, analyze, and evaluate training programs.
4. Ability to plan and organize work independently.
5. Skill in preparing written forms, schedules, and reports relating to base training and education programs.
6. Ability to read and interpret specific procedural guidelines pertaining to administrative support, including locally developed equipment operating and document processing instructions, which are directly applicable to the work.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
