Duties

Help

  • Design and implement, lead and accountable to, and transform continuously the Advanced Analytics Division of the Office of Accountability and Whistleblower Protection (OAWP).
  • Lead a multi-disciplinary team of data scientists to implement the statutory functions for identifying trends to provide a full and substantive analysis collected from OAWP and VA staff offices codified under the following: 38 U.S.C. § 323(c)(1)(G), 38 U.S.C. § 323(f)(B)(i), and 38 U.S.C. § 323(f)(B)(ii).
  • Develop a tailored artificial intelligence predictive system for complex and varied data codified under 38 U.S.C. § 323(c)(F) from, including but not limited to, VA Office of the Inspector General, VHA Office of the Medical Inspector, Government Accountability Office, Office of Special Counsel.
  • Conduct advanced analysis of text using deep learning, machine learning, and natural language processing using Python.
  • Build highly optimized models in deep learning to harness accurate and precise understanding of text, images, and quantitative insights.
  • Create analytical solutions that range from developing and delivering code and models, to extracting for meaningful insights in your results, and translating them into actionable plans for Leadership.
  • Turn analytics into action planning to report recommendations to the Leadership team based on implementations in deep learning, machine learning, and natural language processing.
  • Deliver to expectations that are programmatic, strategic, tactical, and operational in nature to advise and inform Leadership for decision making

Qualifications

Basic Requirements for Statistics Series, 1530 (Transcripts Required)

  1. Full 4-year bachelor or higher degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  1. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Selective Placement Factor (SPF): Selective placement factors are competencies or special qualifications without which a candidate could not perform the duties of a position in a satisfactory manner.   • Experience overseeing and leading advanced analytics programs and data science teams to implement Machine Learning, Deep Learning, and Natural Language Processing.
  • Experience coding in Python.
  • Experience with Scripting in Structured Query Language (SQL).
Specialized Experience: You must have one year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience coding in Python and scripting in SQL.
