CISE's mission is to enable the U.S. to uphold its leadership in computing, communications, and information science and engineering; promote understanding of the principles and uses of advanced computing, communications, and information systems in service to society; support advanced cyberinfrastructure that enables and accelerates discovery and innovation across all science and engineering disciplines; and contribute to universal, transparent, and affordable participation in an information-based society.

The incumbent works with the Deputy Assistant Director, Senior Advisor, and other members of the CISE leadership team to develop and execute an overall science communications strategy in consultation with OLPA for the directorate’s programmatics, investments, and impacts, taking into account key audiences; communications objectives; Administration, Congressional, and public priorities, and a range of communication mechanisms. As part of the overall science communications strategy, the incumbent also develops timely, aligned strategies for specific campaigns about directorate programmatics, investments, and impacts. They are opportunistic about communications and messaging in these cases, coordinating proactively with counterparts in other NSF directorates and offices for cross-directorate and NSF-wide efforts and current events. They work closely with CISE leadership and staff to surface programmatics, investments, and impacts suitable for communications, in alignment with the overall science communications strategy; and keep abreast of directorate priorities as well as the priorities of target communities/stakeholders/audiences. In addition, they develop program plans and budgets for CISE communications initiatives and ensure the broadest possible distribution of communications materials to supervisors, managers, employees, the extramural scientific and technical community, members of the public, and other interested parties.

The incumbent designs and develops, including serving as the primary author and/or reviewer of, a wide variety of written and online communications, including but not limited to website announcements, news articles, editorials, blogs, presentations/speeches/remarks, web presence, social media, and reports responsive to the communications goals and target audiences described above. Together with the OLPA public affairs specialists, they staff interviews and support press interactions involving CISE staff. They develop materials that capture and creatively present factual information about various areas of research, education, and research infrastructure of interest to the directorate, and may reflect current directorate priorities or longer-term campaigns. They develop and execute strategy and processes for expanding and refreshing communications through the CISE website and other NSF online media. They develop and execute strategy and processes for other communications and outreach, including but not limited to NSF-funded conferences, media events, and road shows. They generate and track relevant scientific and/or administrative data, including about the overall science communications strategy, in order to drive future decisions about communications and messaging. Separately, they use data to prepare analytical and interpretative reports and guides.

The Communications Specialist, as a recognized technical authority, coordinates with all pertinent functional groups to include CISE leadership and staff, OLPA, other NSF directorates, and the broader community that CISE serve. They develop relationships and partnerships necessary to ensure a consistent message regarding CISE activities; they establish rapport and work in close collaboration with continuously changing stakeholders and associates, including, but not limited to, relevant professional societies, scientific organizations, industry representatives, and public and private institutions of higher education.

The Communications Specialist fully utilizes contemporary computer technologies, web-based applications, and social media techniques and tools to disseminate information and communications on CISE programs and activities.

Qualifications

Specialized Experience Statement for the GS-13 level:  I have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes a combination of the following areas: interpreting government policies, scientific materials, and related facts in order to convey information to varied audiences using a wide range of electronic resources; developing and implementing communication strategies for an organization; writing and editing articles and other written communication materials; editing press releases; writing talking points for public events, press conferences and other such appearances; providing authoritative advice to senior management for improving the delivery of program information to the public; and experience using the Internet, social media, and web pages to communicate information to the public, media and internal audience.

Specialized Experience Statement for the GS-14 level:  I have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience includes a combination of the following areas: developing communication strategies and products for an organization; writing and editing speeches, talking points, press releases, articles and other written communication materials concerning subjects related to computer and information science and engineering; leading organization’s programs for public events, press conferences and other such appearances; providing authoritative advice to senior management for improving the delivery of program information to the public; and experience using the Internet, social media, and web pages to communicate information to the public, media and internal audience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
