The mission of the Department of Energy (DOE) is to ensure America’s security and prosperity by addressing its energy, environmental, and nuclear challenges through transformative science and technology solutions. The National Nuclear Security Administration (NNSA) is responsible for carrying out the nuclear security responsibilities within DOE, including maintenance of a safe, secure, and reliable stockpile of nuclear weapons and associated materials, capabilities and technologies; the promotion of international nuclear safety and nonproliferation and responding to nuclear incidents worldwide.  NNSA is also responsible for meeting United States national security requirements through programs in research, development, testing, manufacture, and retirement of nuclear weapons, the production of nuclear materials, and other classified defense-related activities.

The Office of Global Material Security seeks to prevent terrorists from obtaining nuclear and radioactive material. It works with a broad range of international and domestic partners to build sustainable capacity to secure nuclear and radioactive materials and interdict and investigate the trafficking of those materials. The work is carried out as three distinct but linked lines of efforts. The International Nuclear Security Program seeks to prevent theft and sabotage of nuclear materials and facilities worldwide. The Radiological Security Program protects radiological material, removes disused sources and, where feasible, replaces radiological sources with alternative technologies both domestically and internationally. The Nuclear Smuggling Detection and Deterrence Program works with a range of law enforcement partners internationally to detect, disrupt and prevent smuggling.

As the Associate Assistant Deputy Administrator for Global Material Security, the incumbent oversees the three programs described above, which work with over 100 international partners and all 50 states.  The GMS capacity building strategy is designed to provide partners with the knowledge and tools necessary to establish effective, sustainable nuclear security capabilities. The Office provides technical expertise and financial support for equipment deployment and systems maintenance; the provision of training, best practice exchanges and exercises; the development of training centers; and the drafting of guidance. The Office also works closely with the international community to strengthen and promote international guidelines, frameworks and cooperation. The incumbent also interacts with the Secretary, Deputy and Under Secretaries, and DOE/NNSA first tier officials, as well as senior officials in DOE/NNSA program offices, and senior officials of the White House, Congressional committees, and other government agencies on program related matters.      

The incumbent has responsibility for direction and management regarding the development of policy and activities for the three GMS programs.  The incumbent is responsible for overseeing the preparation of technical, nonproliferation, safety, budgetary, economic and other policy analyses necessary for the formulation of program decisions.  He/she will oversee safety and security for the extensive travel carried out by GMS staffs and all office personnel and contracting activities.
 
The incumbent serves, along with the ADA, as the DOE/NNSA’s principal point-of-contact for all matters involving management of issues associated with GMS activities involving protecting nuclear and radiological material and interdicting and investigation the trafficking of those materials.  He/she oversees the development and implementation of public outreach and communication plans for the program, and serves as one of the DOE/NNSA’s primary communications channel to the public and stakeholders.

The Associate Assistant Deputy Administrator (AADA) for Global Material Security serves as an alter ego for the Assistant Deputy Administrator and fully shares in the management and direction of GMS activities.

This position requires a "Q" Security Clearance, and may involve significant travel, foreign, and domestic.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources. 

Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration.  Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization.  Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Mandatory Technical Qualifications (MTQs): Please limit your written statements to one page per MTQ.

1)Please describe your experience leading programs to secure nuclear and radioactive materials and interdict and investigate the trafficking of those materials, which involve collaboration with a broad range of domestic and international partners in close coordination with a range of U.S. Government agencies; emphasizing specific outcomes and successes.

2)Please describe your knowledge of and experience with program management and budget formulation and execution of a major national nuclear security program to include contracting and personnel issues and interactions with a broad range of senior government officials. 
 
3) Please describe your communications abilities, including examples reflecting effective verbal and written communications, your ability to consolidate disparate logic points into a coherent whole and articulate those points to a range of senior officials in a clear, concise and convincing manner, and experience managing and directing information flows to keep senior officials informed and prepared. 
 
4) Please describe your ability and experience in managing individuals and teams in a large fast paced nuclear security or non-proliferation program with a large number of foreign and domestic partners and both contractor or Federal employees, through effective supervising, mentoring and coaching to ensure that these individuals and teams function with high effectiveness.
