About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-W0MJAA US ARMY DEPOT SIERRA.

Duties

Help
  • Review employee personnel files and security questionnaires to determine suitability for assignment to sensitive and non-sensitive positions, and make security determinations.
  • Initiate pre-appointment security checks on new employees selected for sensitive positions.
  • Request, receive, and review personnel security investigations.
  • Prepare responses on personnel security issues involving denial, suspension, or revocation of security clearances.
  • Issue guidance to personnel concerning classification of information, classification of work being conducted, and proper marking, etc.
  • Coordinate requests for release of information with the Foreign Disclosure Officer.
  • Implement the command's security education program.

  • Two year trial/probationary period may be required.
  • Employee must be able to obtain and maintain a Secret security clearance. (ENTNAC/NAC/NACI/BI required.)

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For the GG/GS-07 Level: One year of specialized experience equivalent to the GS/GG-05. Specialized experience includes experience with reviewing security clearances and personnel security investigations to determine suitability, and determining security access approval or denial. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.
OR
Education: successfully completed a Bachelor's Degree that is closely related to the position; OR a Bachelor's Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position; OR a Bachelor's with Superior Academic Achievement as defined by OPM; OR a Bachelor's Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). (NOTE: You must attach a copy of your transcripts for verification). Closely Related: A degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Security Management/Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

For the GG/GS-09 Level: One year of specialized experience equivalent to the GS/GG-07. Specialized experience includes experience with reviewing security clearances and personnel security investigations to determine suitability, and determining security access approval or denial. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.
OR
Education: successfully completed a Master's Degree that is closely related to the position; OR a Master's Degree that is supplemented by at least 15 semester hours or 22 quarter hours that are closely related to the position; OR a Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarter hours that are closely related to the position. Closely Related: A degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Security Management/Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-11 Level: One year of specialized experience equivalent to the GS/GG-09. Specialized experience includes experience with reviewing security clearances and personnel security investigations to determine suitability, and determining security access approval or denial. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.
OR
Education: successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as National Security Studies, Security Management/Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership.
