This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. Duties

As a Human Resources Specialist you will:

  • Provide a full range of external placement and recruitment duties for a large, multi-mission, or complex organization, for which innovative and assertive recruiting strategies are needed.
  • Administer and implement a program to provide internal placement support requiring special recruitment and placement activities.
  • Utilize automated staffing systems, such as Web-based applications, to perform internal staffing and placement work that includes generating job analyses, vacancy announcements, and referral lists.
  • Provide guideline interpretation and assistance and determine the degree of compliance with regulations and other employment program requirements.
  • Provide comments to supervisor, team leader, or requesting organization regarding proposed human resources actions.
  • Make use of multiple recruiting strategies including special appointment authorities, such as those for the handicapped/disabled, student employees, displaced employees, veterans, overseas returnees, and direct hires to complete placements for the organization.
  • Provide managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines.
  • Review recruitment and placement actions and provide guidance to managers on complex and/or sensitive issues.

Continuation of Requirements:

  • Term appointments may be shortened or extended up to a maximum of four years based on the needs of the agency without further competition. Subsequent employment for CDC positions must be through the appropriate competitive process or special employment program hiring authorities.

MINIMUM QUALS

APPLYING FOR GS-9:

Applicants must have one year of specialized experience at or equivalent to the GS-07 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in assisting HR Specialist creating job announcements, review of applicant qualifications and generate referral lists; utilize automated HR systems; OR

Have a Master's or equivalent graduate degree in any field or study from an accredited college and/or university, OR
Completed two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (e.g. human resources management, business, or law); OR

Have a combination of graduate level education and specialized experience as described above that meets 100% of the qualification requirements for this position.100% of the qualification requirements for this position.

Applicants must have one year of specialized experience at or equivalent to the GS-09 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience advising management on appropriate laws, regulations, and policies in the field of Human Resources; developing job analysis, assessments and vacancy announcements; making appropriate applicant qualification determinations; referring eligible candidates for employment consideration; processing personnel actions, generating reports; and auditing closed case files; OR

Have a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to such a degree; or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (e.g. human resources management, business, or law); OR

Have a combination of graduate level education and specialized experience as described above that meets 100% of the qualification requirements for this position.

Specialized experience is experience directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing guidance and assistance to management and employees on human resource issues; experience hiring, internal placement; interpreting and applying laws, regulations, and policies pertaining to staffing, recruitment and/or Delegated Examining procedures; using established procedures to conduct job analysis; identifying problems and recommending appropriate action to management; offering advice, suggestions and/or alternative staffing options or solutions to both applicants and managers; providing guidance on developing vacancy announcements and determining applicant qualifications.
