Help

The primary purpose of the CMO position is to represent a single accountable authority for the clinic. The incumbent is responsible for managing and directing a variety of technical and administrative support services critical to clinic operation. In this capacity, the incumbent has full delegated authority and responsibility for the coordination and oversight of clinical and administrative activities in the outpatient clinic. The CMO will collaborate and work closely with executive level administration to direct the clinic staff in furthering the mission of the organization. Will assure compliance with regulatory standards. Responsible for the oversight and coordination of process improvement initiatives, assuring teamwork, and addressing customer service issues in the clinic. The position includes broad management and administrative responsibilities.

The CMO is expected to be proficient in both the clinical aspects of the delivery of health services as well as the managerial components necessary to guide the health care professionals at this dual campus facility. The CMO is expected to have the requisite coordination skills to work successfully with leadership of primary care, specialty care, nursing service, other support service, academic affiliates, veterans' service organizations, as well as stakeholders of the Show Low CBOC.

The CMO will actively facilitate the coordination of primary, secondary, and tertiary care systems to ensure access to care for all Veterans. The CMO will evaluates the patient population needs, clinical workload, resources, special program mandates, and cost benefit analyses.
The CMO is expected to have knowledge and experience in total quality management, planning, and evaluation of programs with particular reference to assessment of cost-effectiveness of programs and advocacy of sensitivity to the needs and aspirations of a diverse workforce. The CMO ensures continuous improvement relative to the quality, value, and access of health care services.

The CMO should be able to direct and strategize the medical needs of the CBOC, justify and understand the workload and data within that CBOC in order to then discuss operational plans for medical needs looking into the future. The CMO along with the other CBOC leaders is expected to hold CBOC meetings with the teams, communicate to the employees, and provide direction and guidance about the medical decisions being made. This is to ensure a common practice is being met within the CBOC, but also in alignment with the Phoenix VA Health Care System (PVAHCS) medical practice. The CMO is expected to participate in PVAHCS meetings with Clinical Leadership to maintain knowledge on the clinical expectations for care. The CMO works directly with others for data, clinic profile information and set-up, and other information to ensure clinical operations are being maximized and is optimizing workload capture. The CMO engages with higher leadership as needed with the Chain of Command based on the issue or service challenge with the Chief of Staff as the highest authority in the chain.

Major Functions:
Clinical Care: Approximately 70% time.
Administrative: 0-30% time as assigned.
Resident/Medical Student Teaching: 0-20% time as assigned
- Primary focus of this position is administrative, The CMO will spend approximately 70% of their time in clinical, patient care activity. This activity can be direct or involve supervision of residents.

- Initiates, authorizes, and completes disciplinary action pursuant to system rules, policies, procedures, and provision of applicable collective bargaining agreements, at all levels across service lines.
- Manages human capital by ensuring the most efficient staffing models are utilized, to enhance clinic access and maximize efficiency.
- Prepare for Joint Commission and regulatory surveys.
- Strategic planning for future clinic staffing needs for all disciplines represented within the clinic.
- Provide education to the patient and family as necessary.
- Coordinate strategic planning efforts for health care delivery with effective business planning to assure maximum health care quality and efficiency.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.

Preferred Experience: Supervisory Experience

Physical Requirements: Moderate Lifting, 15-44 pounds; Light Carrying, under 15 pounds; Use of fingers; Walking - 2 hours; Standing - 2 hours; Near vison correctable at 13" to 16" to Jaeger 1 to 4; Far vison correctable in one eye to 20/20 and to 20/40 in the other eye; Ability to distinguish basic colors; Hearing (aid permitted); Mental/Emotional Stability required; Working Closely with Others; Working Alone.

This position is eligible for the Education Debt Reduction Program (EDRP) a student loan reimbursement program. To participate in the program, you must meet specific individual eligibility requirements in accordance with VHA Policy 1021 and submit your application within four months of appointment. The final award amount (up to $200,000) and eligibility period (one to five years) is determined by the VHA Education Loan Repayment Services office.

Annual leave shall accrue for full-time physicians at the rate of eight (8) hours per biweekly pay period.
