Duties

Help
  • Counsels and provides recommendations to supervisors on policies and procedures, and methods of dealing with misconduct, performance deficiencies and other problems such as medical issues, attendance, and productivity.
  • Represents management in unfair labor practice, arbitration, and representation hearings and proceedings.
  • Serves as a primary investigator or HR technical advisor in administrative investigations into sensitive or controversial employment matters, such as sexual harassment or claims of scientific misconduct.
  • Helps resolves disputes and identified, interprets, and develops facts, evidence, and/or aggravating, mitigating, or exculpatory factors relevant to a case.
  • Independently resolves issues/problems requiring consideration of multiple HR disciplines.
  • Provides guidance and assistance to management on a variety of labor relations issues to include but not limited to; contract interpretations, negotiated grievance procedures, requests for information and answering Union inquiries.

At the GS-12:

Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience advising employees and managers on Human Resources issues related to Employee and Labor Relations; preparing and conducting investigations or reports to be used for adverse actions; and resolve disputes or negotiate disputes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Working Environment:
Frequent travel is required to Beltsville, Maryland and other locations in the United States.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
