Summary

The incumbent of this position will serve as an architect in the Project Development Section, Office of Facility, Planning, and Development (OFPD) and is responsible to be a technical resources for the staff in the area of architectural expertise and a Project Manager for complex projects. The incumbent is an architect, responsible for planning, design, analysis, layout, and construction of new and conversion, remodeling, or modernization of existing Veterans Affairs buildings and facilities.

The major duties and responsibilities include, but are not limited to :

  • Accomplishes design objectives as a project team leader of multi-discipline design teams
  • Manages and monitors construction projects from planning to completion, reviews adequacy of material submittal, cost estimates, methods of installation
  • Review drawings for completeness to ensure that design incorporates Health Care System requirements and applicable life safety codes.

Physical Requirements:
The work requires frequent walking, bending, lifting, and carrying light equipment. Occasional climbing and crawling is required. Work hours will often extend beyond the normal 8 hour day.

Qualifications

This announcement is an Open and Continuous announcement. The first names will be reviewed by May 1st, 2020 and every two weeks after until the position is filled or has closed on September 30, 2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS- 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is:

Experience in project management in a health care/medical facility (MUST SUBSTANTIATE)

Basic Requirement:

Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Combination of education and experience: College- level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. the adequacy of such background must be demonstrated by at least one of the following:

1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills , and abilities substantially equivalent to those provided in the courses specified in paragraph A. the curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical- electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties if materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architecture engineering may be more engaged in aspects emphasizing technical engineering considerations.

2. Experience: An applicant lacking a degree in architecture must have had 1 year pf experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. ain the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

In addition to meeting the basic requirement above, the applicant must also possess:

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

  • Accomplishes design objectives as a project team leader of multi-discipline design teams.
  • Manages and monitors construction projects from planning to completion, reviews adequacy of material submittal, cost estimates, methods of installation.
  • Review drawings for completeness to ensure that design incorporates Health Care System requirements and applicable life safety codes.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
