The incumbent of this position serves as Manager, Kansas City Field Office, reports directly to the NNSA Administrator, and is responsible for overall management and executive direction of technical programs, projects, and activities performed by the KCFO. The KCFO Manager also has responsibility for NNSA operations under the Kansas City National Security Campus (KCNSC) contract; a multi-year $3.25 billion dollar contract. The KCNSC is responsible for manufacturing and procuring 85% of the nation’s non-nuclear weapon components. This includes operations in Kansas City, Missouri, and Albuquerque and Los Alamos, New Mexico and covers a diverse set of manufacturing and procurement activities for NNSA and national security customers. Products include electronic, mechanical, and engineered material components. 

The incumbent is responsible for the administration and oversight of the performance of the Management and Operating (M&O) contract at the Field Office, direction to the support of NNSA and non-NNSA programs, and ensuring adequate safety, security, and control of operations. Additionally the incumbent implements Field Office-specific plans; manages infrastructure and facilities program execution; implements environmental, safety, health, and business management programs to ensure proper controls and oversight at the Field Office that are sensitive in nature and have the potential to impact both the Field Office and the entire NNSA enterprise. Oversees implementation of environmental, safety and health programs at the Field Office and interfaces with the Defense Nuclear Facilities Safety Board on Field Office-specific issues.

The incumbent makes frequent contacts with senior level NNSA and DOE officials and contractors on controversial, precedent setting, protracted and/or complex issues and NNSA and/or Departmental initiatives. Contacts also occur with key public officials, congressional staffs, and high ranking officials from other government agencies. The purpose of the contacts is to represent the NNSA, to resolve issues or establish policy, to obtain input, or to provide information.

The position is a Senior Technical Safety Manager (STSM) position and requires the incumbent to be a qualified STSM or have the ability to qualify as an STMS under the Technical Qualification Program within the timeframe specified by the program.

This position is subject to SES mobility.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources.

Mandatory Technical Qualifications (MTQs): Please limit your written statements to one page per MTQ.

1)Describe your knowledge of Plant Operations, to include weapon program production requirements and issues, utility operations, plant maintenance, and project management principles.

2)Describe your experience or ability to provide leadership, direction, and technical oversight for a complex organization in the areas of national security, work for other government agencies, facilities engineering, emergency response, environmental management, environment, safety and health and technical security programs; to include large nuclear and hazardous non-nuclear facilities. 

3)Describe your knowledge of and experience to lead, direct and provide-technical oversight for multiple contractors with a large and diverse workforce responsible for complex technical, safety, security and business activities.  

4)Describe your demonstrated experience to lead strategic efforts in national security, facility management, and site operations to ensure long term viability of organizational assets. 

Education

This position does have a positive education requirement in Engineering (801 series) or Physical Science (1301 series).

801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301 - Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. For more information on the alternate

Candidates will be rated and ranked by a Merit Staffing Panel using only the information submitted within their application package.  Applicants who do not demonstrate sufficient possession of the Executive Core Qualifications (ECQs) AND demonstrated specialized experience, training, and/or education in support of the Mandatory Technical Qualifications (MTQs) by answering ALL the questions for this vacancy announcement, will be determined ineligible for further consideration.  Based on the Panel's evaluation, applicants who were determined best qualified will be referred to the hiring manager for further consideration.  Once a candidate has been identified for selection, the Executive Resources Board will make final approval, and in competitive cases, the Office of Personnel Management (OPM), Qualifications Review Board (QRB), will certify qualifications.  This process can take up to 90 working days.
