Duties

Help
  • Provide subject matter expertise (SME) in the planning, execution, financial management and concerning all major aspects of budgeting and analysis of better utilization of a complex multi-million dollar cost-reimbursable budget.
  • Recommend adjustments to policies, programs, projects and studies to resolve problems, and create major synergistic core process improvement initiatives to improve business operations.
  • Keep the Commander apprised of major developments within the support service functions, and provides data analysis and trends supporting mission related strategic planning guidance.
  • Serve as a financial management subject matter expertise (SME) concerning all major aspects of budgeting and analysis enabling better utilization of YTC resources in support of the test mission.
  • Engage in a wide variety of financial and analytical duties in the development, execution, and management of budgetary and administrative programs to ensure YTC requirements are met using efficient and effective use of fiscal policy.
  • Provides analyses and evaluations that impact broad policies and organizational goals. Develop, review, and interpret various regulations and directives pertaining to administration and personnel management of the Yuma Test Center.
  • Maintain a suspense roster and assigns actions based on the function of each division; initiates action to meet internal and external suspense actions; tracks progress of such actions; and ensures full coordination.
  • Analyze workload, objectives, and requirements to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
  • Identifiy, provide, and arrange developmental and training needs of subordinates.
  • Keep employees informed on management goals and objectives as well as changes in regulations, policies, and procedures governing the work.
  • Hear and resolve complaints from employees, referring group grievances and more serious unresolved issues to a higher level of supervisory authority.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes experience analyzing program operations and requirements (such as manpower, force development and/or operation performance) in support of organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Serve as the Supervisor for the Business Operations Division for the Yuma Test Center (YTC) with responsibility for oversight of a full spectrum of administrative management functions to include, but not limited to: Financial Management, Contracting, Facilities, and Human Resource Management, strategic planning, and continuous performance improvement.

U.S. Army Yuma Proving Ground (YPG) is located near the Arizona-California-Mexico border, adjacent to the Colorado River, approximately 15 miles north of the outskirts of the city of Yuma (pop 87,000), Arizona. Yuma is a 2.5 hour drive from San Diego, CA and Phoenix, AZ along Interstate Highway 8 and a 5-6 hour drive from Las Vegas, NV. Situated in the far-southwest corner of the state, the proving ground is in the heart of the great Sonoran desert where the US Army tests medium and long range artillery, aircraft target acquisition equipment and armament, armored and wheeled vehicles, and a variety of munitions, and personnel and supply parachute systems to ensure that America's ground forces have the equipment necessary to win our nation's battles.
