About the Position: Serves as a Procurement Analyst in the Regional Business Oversight Branch for the Great Lakes and Ohio River Division. Interprets higher-level contracting policy and directives, and provides guidance and assistance in the execution and administration of highly complex procurements for supplies, support services, construction, architect-engineering services, environmental and civil works.

Duties

Help
  • Apply knowledge of preaward and post award contracting policies and procedures to conduct reviews of a full range contracts, contracting plans and contract changes.
  • Advise and assist command staff and other personnel on the Federal Acquisition Regulation (FAR) and its supplements.
  • Prepare written guidance and decisions to explain and defend decisions to contracting personnel, contractors, or higher level reviewing officials.
  • Apply knowledge of commercial business and industrial practices related to items procured sufficient to analyze cost breakdowns and contract proposals.
  • Analyze the requirements of contract law, Federal, Defense and Army Acquisition Regulations and other procedural and regulatory guidance to ensure reporting requirements are in compliance.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Procurement Analyst:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes experience in serving as an advisor on policy and impact of plans, policies, and decisions; develop policy and interpret guidance relating to experience in developing and recommending acquisition planning and knowledge of contracting processes, policies and/or procedures; utilization of contracting data systems and procurement analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Education
