Duties

Help

The employee will learn the most fundamental concepts of becoming an Investigator. As a trainee you will receive on-the-job and other training/instructions on the provisions of the Wage and Hour laws enforced; develop human relations skills; investigation and negotiation techniques. Under close observation/direction and with specific instructions the employee will perform the following duties: Review available file material pertinent to cases assigned, perform necessary research, and seek necessary guidance to become familiar with all aspects of the case. Conduct investigations of limited scope and complexity. Demonstrate ability to understand, interpret and apply written material, much of which is technical or legal in nature. Gather and analyze facts obtained; identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives and make recommendations regarding the nature and extent of any violations that exist. Negotiate for compliance and payment of back wages due, when authorized, or participate in such negotiations with the supervisor or a higher-grade investigator. Accurately perform necessary mathematical computations, choosing appropriate mathematical technique, to determine amount of back wage liability. Prepare case investigation file, including written narrative reports and electronic forms for submission to the supervisor or higher-level officials. As the grade level progresses, the work involves regular and recurring visits to industrial, commercial, agricultural, construction and other business establishments or public institutions and may necessitate movement over rough, uneven, or rocky surfaces requiring above average physical exertion. Frequently, travel is required using automobiles or commercial vehicles such as airplanes, trains or busses. Additionally, the work may include regular and recurring exposure to high levels of noise, dust, grease, moving parts of machinery requiring the occasional use of protective gear such as boots, googles or hardhat during investigations of industrial, commercial, agricultural, construction or other business firms or public institutions.

Bilingual - English and Khmer language fluency is REQUIRED. You will be interviewed in both Khmer and English and you may be required to translate documents from Khmer to English and vice versa. Further consideration will not be given if you fail to demonstrate fluency in both English and Khmer.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-5, in the Federal Service.

Applicants MUST meet 52 weeks in at least TWO of the following THREE specialized criteria requirements: (1)General knowledge of Federal and/or State wage and hour labor laws, industrial occupations, wage scales, employment practices, or salary and wage administration practices or other criminal or civil law enforcement experience. (2) Skill in analyzing written/verbal information and numerical data and making decisions on issues based on interviews, records review, reconstruction of missing or fraudulent records and applying legal or regulatory provisions, precedents, and principles to specific investigative matters. (3) Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements.
To qualify based on education applicants MUST meet the following criteria: One full year of graduate level education or bachelor's degree with superior academic achievement. Graduate education: Major study must be related to occupation in the following areas - industrial relations, personnel administration, or other fields related to the position such as business administration, labor economics, or law.  To qualify for Superior Academic Achievement you must have completed all the requirements for a bachelor's degree from an accredited institution AND meet one of the following criteria: -Class standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. -Grade-point average (GPA) - You have a grade-point average of: A. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR B. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society - You have membership in one of the national scholastic honor societies listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Membership in a freshman honor society cannot be used to meet the requirements of this provision. Transcripts must include complete GPA information.

Wage and Hour Programs: Resolve a wide variety of minimum wage, overtime, child labor, coverage, exemption, employment eligibility and other compliance issues in agriculture, commercial, industrial and other business establishments, public institutions, and domestic service in households.
