Duties

The mission of the Office of the Chief Information Officer (OCIO) is to establish and provide assistance and guidance on the use of technology-supported business process reengineering; investment analysis; performance measurement; strategic development and application of information systems and infrastructure; policies to provide improved management of information resources and technology; and better, more efficient service to our clients and employees. The Deputy CIO supports and facilitates the duties, responsibilities, and authority of the Chief Information Officer (CIO) on matters relating to information technology and ensures that OCIO technology programs support the Agency's objectives.

ABOUT THE POSITION

The HHS Deputy Chief Information Officer leads IT operations and provides accountability and transparency to customers. Ensures a reliable, cost effective, scalable, and flexible enterprise computing platform that supports and enhances customer IT needs and capabilities through efficient and effective customer-driven, business-enabling technologies. Manages and directs the operation of OCIO hardware and software infrastructure, OCIO data centers, data communications networks, enterprise infrastructure, and local area networks supporting HHS and OCIO programs.

Champions the development and maintenance of OCIO-wide architecture, including the business, data, and application technology components. Responsible for directing, developing and maintaining the Agency's IT architecture, developing and establishing OCIO IT policies, and advocating rigorous methods for analyzing, selecting, developing, operating, and maintaining information systems.

Supports the CIO in collaborating with the HHS Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs) to evaluate and approve IT investments, monitor adherence to Departmental/OCIO policy and architectural standards, and share best practices. Promotes business process reengineering, investment analysis, and performance measurement throughout OCIO to capitalize on evolving IT.

Collaborates with the OCIO executive leadership to the CIO Council. Evaluates and periodically reviews major investments over their life cycle. Provides review and guidance to the CIO Council and OCIO business components via analyses of alternative analyses strategies, standards compliance, and architectural conformance and technology solutions.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Fundamental Competencies: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

Executive Core Qualifications (ECQs):

1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: The ability to manage human, financial, and information resources strategically.

5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Qualifications (PTQs):

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Ability to conceptualize the future state of information technology and cybersecurity and how emerging technologies potentially can benefit both business and core mission functions in a large and complex enterprise.

2. Senior-level expertise in providing innovative leadership and strategic vision in developing, directing, and implementing large-scale IT services, infrastructure, cybersecurity, and support organizations, providing a high level of security and availability, and serving clients spanning multiple organizations, business units and/or locations.

3. Expertise in assessment and alignment of IT strategies, technologies, and services with current and emerging customer, collaborator, and stakeholder expectations and requirements.

4. Expert ability to communicate effectively with executives representing other disciplines to infer IT requirements and expectations and to convey IT vision, strategies, directions, and technologies to meet requirements and expectations.

5. Expertise in financial/budget and contracting issues related to purchasing and/or costing IT services, equipment, and infrastructure to support large complex IT organizations. This may include portfolio management to prioritize limited resources, fee-for-service models for cost recovery, use of Government-wide acquisition contracts (GWAC), revolving capital accounts, etc.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Education

A degree in computer science, engineering, information science, technology management, business or degree that provided a minimum of 24 semester hours in one or more of the fields identified above, or equivalent IT experience. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period

Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

Standards of Conduct/Financial Disclosure

HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
