The salary includes base pay and locality pay, you will also receive a 2.86% cost of living allowance. This allowance is subject to annual review.

Travel Required
25% or less - Travel to other towns, villages or remote areas throughout Alaska by jet, small plane, or helicopter. Hazardous flying at altitudes less than 500 feet is required. Landings at unimproved sites and gravel bars may occur.
Relocation expenses reimbursed
Yes—Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. The use of a relocation service company and home marketing incentive will not be offered. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97.

Duties

Help
  • Make legally defensible administrative determinations for Alaska's inland water bodies based upon use or susceptibility of use for travel, trade, and commerce.
  • Locate and interview local residents, government officials and others knowledgeable about the physical character, history, and transportation as it may regard boat use, navigation, subsistence, recreation, hydrology, and impedance to water travels.
  • Provide expertise on current laws, policies, and procedures relating to submerged lands in Alaska.
  • Serve as expert witness in navigability cases. Advises on possible effects of court decisions, legislation, and administrative actions relating to navigability of water bodies.
  • Design the framework for Navigability Geographic Information System (GIS).

Qualifications

To be creditable, this experience must have been for 1 year and equivalent in difficulty and complexity to the next lower grade of the position to be filled. You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:


One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your experience in or directly related to examination or adjudication of cases involving laws and regulations dealing with navigable waters. Examples of qualifying specialized experience include adjudication or examination of applications and claims for title to public lands related to navigability. Examples may also include general practice of law that include substantial involvement in examinations of navigability case law, reading aerial photographs and maps to determine water body characteristics, and understanding the potential for commerce on water bodies by boats.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements.   • Knowledge of FLPMA, the Alaska Statehood Act, Submerged Lands Act, Alaska Settlement Laws, ANCSA, ANILCA, the Quiet Title Act, and a multitude of other laws, regulations, precedent decisions, Solicitor Opinions and Manuals sufficient to provide policy guidance, legal interpretation, and advice.
  • Skill in drawing appropriate conclusions from varied and complex and often conflicting data and imagery. Includes identifying sources of data useful in problem solving, determining the kinds of information needed, interpreting data from maps and aerial photographs to determine water body characteristics, and developing new and specific ways of collecting, evaluating and interpreting data to present conclusions and recommendations.
  • Knowledge of the land and water programs of the National Park Service, Fish and Wildlife Service, Forest Service, and other Federal or State agencies sufficient to negotiate and coordinate on a variety of navigability issues.
  • Ability in communications skills to effectively communicate with other Bureaus and Departmental personnel, Congressional staffs, State Officials, public and private organizations and individuals, including Alaska Native Corporations representatives.
