Duties

Help

As a SUPERVISORY PERSONNEL SECURITY SPECIALIST at the GS-0080-14 some of your typical work assignments may include:

  • Serving as the Supervisory Personnel Security Specialist technical expert to the DHRA Enterprise for the Anti-Terrorism/force Protection Program, which consists of the integration and enhancement of several security activities: combatting terrorism, physical security, operational security, emergency preparedness, and Continuity of Operations Plan.
  • Exercising staff responsibility for development and administration of all DHRA Personnel Security programs, directives, and specifications. Supervises and directs the overall performance of all functional responsibilities.
  • Providing authoritative information and assistance to the DHRA Enterprise on new or changing personnel security policies and their requirements.
  • Evaluating the impact of Federal personnel security related issuances on the DHRA mission, and formulates DHRA enterprise-wide policies, issuances, procedures, and forms to implement them.
  • Evaluating controversial or sensitive issues not covered in existing security directives (or precedents in existence) and implements acceptable solutions to unique situations.
  • Consulting with investigating and adjudicating components of agencies such as OPM, DSS, the Military Departments, State Department, DIA, FBI, CIA, NSA, IRS, DLA,WHS, etc. to remain up-to date and proficient in investigative procedures; the character and composition of various subversive and borderline groups; the overall threat and methods of operation of hostile intelligence organizations; and to set up procedures for mutual support (i.e., negotiating with other agencies on arrangements to support accomplishing mutual clearance and investigative review requirements; and to develop, or resolve conflicts in related policies.).
  • Providing oversight and direction to the utilization of all Open Secure Space and Sensitive Compartmented Information facility (SCIFs) for the Enterprise.
  • Formulating and issuing personnel security investigative requirements; advising on procedures for adverse security determinations and employee rights; and representing DHRA in personnel security matters.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Providing oversight and direction in multiple locations to the utilization of Open Secure Space and Sensitive Compartmented Information Facilities (SCIFs).
  • Evaluating the impact of personnel security related issuances on an agency's mission, and formulating enterprise-wide policies, issuances, procedures, and forms to implement them.
  • Advising and influencing high level leadership at the agency and department levels, regarding personnel security policies and requirements.
  • Program management of an organization-wide Personnel Security program by providing authoritative information on personnel security policies and procedures or other related matters that may impact Enterprise or organization mission.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
