Duties

Help

This position is located in the Office of the Assistant Director, Directorate for Biological Sciences and is responsible for providing recommendations, project coordination, and assistance to the Senior Staff and the Administrative Coordinator in the OAD. The incumbent assists in general operations and management, to include providing staff advice and guidance on budget and fiscal oversight, accounting, procurement and contracting and other programmatic matters, and personnel and human resources management. Specifically:

  • Assist senior leadership in determining allocation and utilization of human and financial resources, including tracking all accounts and full-time equivalents.
  • Develop, maintain and update program database. Conduct qualitative and quantitative analyses using research trends and outcomes relative to the various program offices, such as budget, procurement, travel, award system, and other administrative functions, for the purpose of recommending improvement.
  • Draft routine analyses, reports and presentations and uses technology to graphically represent data and results of analyses.
  • Assist in the development of budget projections and justifications, long-range estimates, preparation of material, including back up books for the AD and the Director/NSF, and OMB. Assist in preparing background material and testimony for the AD for Congressional hearings.
  • Develop tracking and reporting systems for monitoring activities to ensure that they meet established guidelines.
  • Assist in developing, implementing, interpreting, and overseeing procurement and contracting regulations, policies, and procedures that govern the acquisition of supplies, equipment and other services for the Office.
  • Manage and implement policy for travel and transportation allowances in accordance with NSF and the Federal Travel Regulations.
  • Establish and maintain working relationships with necessary NSF staff to ensure that concerns, such as proper requirements definitions and adequate funding are met.
  • Work with other staff members to restructure work processes, standardize procedures, and implement necessary changes. Evaluate the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of program goals and objectives.

Qualifications

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal Service. Specialized experience is experience compiling and analyzing program statistics; preparing budget justifications; preparing findings for higher level review; maintaining, updating, and improving existing databases to provide budgetary or organizational information required for program analysis activities. 

To qualify at the GS-11 level, you must have one of the following:

1.  At least one year of specialized experience equivalent to the GS-09 level in the Federal Service. Specialized experience is experience working with other analysts in the development of program plans for budget submissions; designing and preparing illustrative charts, graphs, and other visual displays of quantitative data; using various systems to monitor and analyze rates of expenditures of program funds.  OR

2. Possess a Ph.D. or equivalent doctoral degree. OR

3. Possess 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR

4. Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.
