Duties

Help

As a Lead Emergency Management Specialist, you will:

  • Serve as the principle facilitator for CDC to coordinate the Agency's preparedness program in collaboration with external Federal agencies and internally within CDC to continuously improve planning, training and exercising readiness of CDC to enhance the agencies ability to respond to any event through effective planning, adequate responder training and conducting response exercises to build and assess response capabilities.
  • Oversee the development, maintenance and implementation of emergency response operational plans, protocols, standard operating procedures (SOPs) and guidance that provides an effective, organized, coordinated and orderly Agency response to public health incidents.
  • Provide direction and management to effectively coordinate with CDC Subject Matter Experts to develop comprehensive emergency response procedures for all-hazards events, including the 15 National Planning Scenarios and other bioterrorism, technological, man-made, natural and environmental disasters.
  • Possess expert knowledge of and demonstrated skills in federal, state and local planning, the Incident Command System (ICS), the National Incident Management System (NIMS), the National Response Framework (NRF) and it's associated Annexes and other federal interagency policies, guidance and procedures.
  • Design, develop and evaluate a variety of exercises to prepare CDC for effective response to any event. Using the Preparedness Cycle and the Homeland Security Exercise Evaluation Guidance, the incumbent must be able to determine the appropriate Agency response requirements, lead exercise planning conferences and meetings with representatives from across CDC, develop appropriate exercise materials, distribute in a timely manner and train the response plans to the participants.
  • Perform other duties as assigned.

Qualifications

Applicants must have one year of specialized experience at or equivalent to the GS-13 grade level of in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience leading and managing a domestic or international emergency response operation conducted in a 24/7 Emergency Operations Center (EOC).
