Duties

Help
  • As a Patent Advisor you will provide support to Naval Information Warfare Center Pacific (NIWCP)
  • NO-04: You will perform prior art searches; make infringement investigations; and render opinions in the fields of Mechanical and Electrical Engineering or Computer Science.
  • You will obtain invention disclosures, prepare patent applications and respond to the United States Patent and Trademark Office (USPTO)
  • You will advice to Government personnel on intellectual property matters, and evaluate patent infringement claims.
  • You will be expected to be able to concurrently manage technology innovations and productively work with inventors and stakeholders.
  • NO-05: You will perform prior art searches that involve fine technical distinctions; conduct infringement and validity investigations; and render IP opinions in the field of mechanical and electrical engineering or computer science.
  • You will work with inventors
  • You will prepare invention disclosures, prepare patent applicants and gather supporting evidence, respond to issues raised by the USPTO
  • You will reach agreement on actions as a condition for allowance; provide IP advice to Government personnel on matters involved in complex technology or legal issues.

  • This position requires a Secret security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

NO-04:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience at or equivalent to the (GS-09) or (NO-03) grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates basic, specialized experience providing intellectual property services (e.g., evaluating potential inventions; conducting patentability searches and rendering opinions on potential patentability; determining inventorship; and preparing patent applications before the USPTO). Be admitted to practice before the United States Patent and Trademark Office (USPTO). Patent examiners will be considered to be admitted to practice before the USPTO if they are eligible for waiver of the patent registration examination.

NO-05:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience at or equivalent to the (GS-12) or (NO-04) grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates advanced, specialized experience providing intellectual property services (e.g., preparing and prosecuting patent applications in areas of significant technical or legal complexity; determining rights to title to an invention; identifying unreported inventions; requesting, and participating in, patent examiner interviews; preparing affidavits to overcome rejections; preparing and presenting appeal briefs before the Patent Trial and Appeal Board).

Education

Basic Education Requirements:
Applicants must meet the following basic positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0800 Mechanical and Electrical Engineering series:
A. bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Or
B. Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration;

or
(2) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;

or
(3) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above);

or
(4) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Or
1550 - Computer Science series:
A. Have a bachelor's degree in computer science.

Or
B. Have a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.

This position is covered by the Department of Defense Priority Placement Program.
