Duties

Help
  • You will serve as as a subject matter expert with regards to analyze and evaluate agency functions and activities being considered for conversion to contract operations and overall IT contract strategy of the command.
  • You will analyze management information requirements for the operation of defense of hosted information systems and services to develop program or administrative reporting systems.
  • You will set established goals and objectives; advise on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix.
  • You will analyze new or proposed cybersecurity and IT legislation or regulations as well as national and international CyberSpace doctrine to determine impact on program operations.
  • You will identify and develop the data required for use in the management and direction of cybersecurity programs and will develop management and/or program evaluation plans, procedures.
  • You will will analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of Marine or Navy enterprise networks program operations in meeting established goals and objectives.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector as a ADMINISTARTIVE SPECIALIST in analyzing of program / project operations, evaluation of financial planning documentation and the development of staffing and contract strategy to support those operations.

Your experience must reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Data gathering and analytical techniques, and systems evaluation methodology.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Determining the impact on program operations and management and then analyze and evaluate those impacts to propose changes in mission and operating procedures.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Creating reports and briefs for Program Sponsors.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifying and developing the data requirements for use in the management and the direction of cybersecurity programs.

This announcement is recruiting for qualified individuals using the Direct Hire Authority. The Office of Personnel Management (OPM) Direct Hire Authority for Cybersecurity, authorized by 5 CFR 337, Subpart B. Positions covers: Computer Engineers (Cybersecurity), Computer Scientist (Cybersecurity, Electronics Engineers (Cybersecurity) and Information Technology Specialist, grades GS-12 to GS-15. Veterans Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process.

This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 Cyber Policy and Strategy Planner / Strategic Planning and Policy, Intermediate Level within 6 months of appointment.

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.
