Duties

Help

As an Operations Specialist, you will:

  • Perform analyses of program functions and work processes, and provide assistance and guidance on policy and procedure development and implementation for division staff.
  • Devise analytical qualitative and quantitative methods to carry out studies and consolidate information for program operations and administrative projects.
  • Analyze Human Capital resource requirements for current and projected workloads, realignment of functions and positions, staffing levels, and analysis of workforce planning initiatives.
  • Assist management in analyzing changes in program refunding, annual and multi-year financial plans, progress of projects, and financial or resource issues, cost/benefit for administrative projects, and related financial resource issues.
  • Assist in contract/procurement studies, development of statements of work, bidding process, and analyzing contract performance.
  • Administer the division administrative budget, to include budget execution and monitoring.
  • Interpret reports and other budgetary data for program review and analysis.
  • Develop budget proposals based on previous year commitments and approved program activities.
  • Provide division management with initial human resources advice and assistance, and monitor the status of HR issues within the division.
  • Assist division management in developing staffing plans by analyzing impact of long-term organizational needs and expectations, potential program changes, and current staff composition.
  • Work closely with the Division management to determine future program needs.
  • Serve as the administrative liaison with other Federal agencies and the scientific community.

Qualifications

To qualify at the GS-11 level you must have one year of analytical experience, equivalent to the GS-9 level in the Federal service, that demonstrates knowledge of, and ability to solve problems related to the administrative programs needed to manage an organization. Experience must demonstrate knowledge of human resources or budget principles and practices, as well as be in one or more of the following areas: human resources, budget/finance, procurement, space administration, and management analysis. OR, 
  
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, may be substituted for the specialized experience. OR,

Combining Education and Experience: Combinations of successfully completed graduate education in excess of one year and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.
 
To qualify at the GS-12 level you must have one year of analytical experience, equivalent to the GS-11 level in the Federal service, that demonstrates knowledge of, and ability to solve problems related to the administrative programs needed to manage an organization. Experience must demonstrate knowledge of human resources and budget principles and practices, as well as be in one or more of the following areas: finance, procurement, space administration, and management analysis.

CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION.

Education

Education may be substituted for experience as described in “Qualifications." at the GS-11 level.  Education may enhance skills required for this position at the GS-12 level; however, no substitution of education for specialized experience may be made at the GS-12 level.

* This detail/temporary promotion is for a period of 120-days and may be extended up to one year without further competition.

* Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade.

Relocation Expenses will not be paid.
