Summary

Serves as the Materials and Processes Laboratory's "Technical Manager" responsible for review and coordination of Laboratory policies in research into the structure, property, and durability relationships of advance materials such as metals, inter-metallics, ceramics, polymers, nano-structural materials, bio-materials, composites and coatings for aerospace applications. Duties

  • Serves as a recognized technical authority and Laboratory Technical Manager providing expert advice in advanced materials and processes for space vehicle manufacturing at all levels of management.
  • Plans and executes programs, projects and operations of the Laboratory; provides technical leadership, advice and guidance to supervisors and managers on requirements, goals, and objectives for aerospace materials and processes development.
  • Provides expert technical direction, consultation and support to the Laboratory, Center and Agency in the application of advanced materials and processes for aerospace systems, and operations of Laboratory equipment, systems, and resources.
  • Develops resource requirements, strategic plans, policies, procedures, budget and integrated schedules for aerospace materials programs and projects; monitors project performance and recommends courses of action in support of the mission.
  • Advises on new and emerging technologies, such as additive and digital manufacturing (metals and non-metallics), and structured light; interfaces with Agency stakeholders, government entities, and industry partners on application development.
  • Oversees innovative technology research and development involving the most advanced, and often untried, concepts of materials research, alloy development, physical and mechanical property characterization and material and process selection.
  • Responsible for reviewing, coordinating, and representing the Laboratory in areas where dissenting opinions or conflicting positions with a program, project, or a Chief Engineer may exist; provides technical input and supports problem resolution.

Qualifications

Must have one year time-in-grade at the GS-14 grade level.

In addition to the Basic Education Requirements, Applicants must have one year of specialized experience, equivalent to the GS-14 level in the Federal Service, which equipped the applicant with the competencies required to perform successfully the duties of the position.

*Experience demonstrates technical leadership in providing engineering advice and guidance on the development and implementation of innovative materials applications; and integration with aerospace engineering programs and projects in support of aerospace flight equipment, ground support hardware, and operations.

*Experience supervising or leading multi-disciplined engineers and teams conducting analyses, testing, and recommending technical solutions for issues encountered in materials and processes for aerospace systems.

*Experience collaborating with engineers from different branches, departments, organizations, across the Center and Agency providing technical advice on aerospace systems integration and resolving problems that impact NASA's mission (e.g., addressing critical timelines, resource allocation, compatibility of systems and subsystems, and project performance).

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.

U.S. Engineering degrees must have been awarded from a college or university school of engineering with at least one curriculum accredited by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering and Technology (ABET). Foreign Engineering degrees must be recognized by a Mutual Recognition Agreement (MRA), often known as "accords". These are non-governmental agreements among organizations that accredit academic degree programs.
