The incumbent of this position serves as a Supervisory Physical Scientist (Power Operations) in Duty Scheduling (PGSD), Generation Scheduling (PGS), Power Services (P), Bonneville Power Administration, located in Portland, OR.  Duty Scheduling provides 24-hour coverage of the real-time scheduling and hydraulic operation of Bonneville's system and implements the real time aspects of Power Services customer contracts.

Help

As the Supervisory Physical Scientist (Power Operations), you will:
- Provide direction and leadership in the planning development and administration of PGSD programs, systems, and work processes that are necessary to perform the critical mission and support activities required of the organization. These duties include all activities associated with policy development and analysis and technical support for issues of concern to Generation Scheduling and Generation Supply.
- Provide administrative and technical supervision to a team of GS-1301, Physical Scientists (Power Operations Specialist) responsible for providing 24/7 real-time scheduling and hydraulic operations of BPA’s power system and for identifying and developing business and technology tools to support scheduling operations.

This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay.  Temporary promotions may be terminated at any time based on the needs of management.

If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record.  Details may be terminated at any time based on needs of management.

OTHER REQUIREMENTS:

Qualifications

BASIC REQUIREMENTS:
A.Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of
materials, and electronics.
or
B.Combination of education and experience ‐‐ education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related
engineering science, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.

Specialized experience is defined as: Apply knowledge of the physical sciences to lead a project or team or serve as a technical expert in conducting analyses of controls, processes, and data to achieve overall system reliability in accordance with regulatory requirements and operational objectives; and evaluating system constraints, forecasts, operational objectives, and the inpact of uncertainties to provide advice on analyses related to the operations and planning of a power system or similarly complex interconnected system.

There is no substitution of education for experience at the GS-14 level.

2. Electric Utility Fundamentals - Knowledge of the power utilities industry and transmission grid sufficient to serve as a principal source of transmission and scheduling information to management and proven ability to lead discussions with traders, schedulers and management to optimize the value of the Trading Floor transmission portfolio and improve the Trading Floors knowledge of transmission products, costs and scheduling practices across the Pacific Northwest and Southwest energy markets.
3. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
4. Managing Human Resources - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. 
5. Physical Sciences - Knowledge of the concepts, principles, theories, and methods to investigate and apply the relations between space, time, matter, and energy in the areas of gravity, atomic principles, mechanics, heat, light, sound, electricity, magnetism, and related natural phenomena. 
6. Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
